【摘要】：文章基于我國財政分權體制下生態(tài)轉移支付為地方政府環(huán)境治理提供激勵創(chuàng)新政策工具并已開展實踐探索的現(xiàn)實背景,從區(qū)分各省不同的激勵方式入手,采用東部六省46個地級市2005-2010年的樣本數(shù)據(jù),在構建地方政府響應函數(shù)的基礎上,利用空間計量模型識別出這項制度創(chuàng)新對城市環(huán)境治理的激勵效應。研究表明:(1)"獎勵型"和"懲罰型"兩種不同的激勵方式產生了不同的制度效果,前者有助于提升環(huán)境投入,后者有助于強化環(huán)境規(guī)制。此外,采取直接籌資和一般性撥款對激勵效果也具有促進作用。(2)地區(qū)間惡性環(huán)境競爭、高污染行業(yè)比重過大和地方財政能力不足都會阻礙制度效果的產生,其負面效應甚至可能超過生態(tài)轉移支付的正面作用。這說明現(xiàn)行體制限制了生態(tài)轉移支付激勵作用的發(fā)揮。(3)目標協(xié)調和制度設計是提高激勵效果的關鍵,目標協(xié)調應以擴大地方政府生態(tài)服務職能和弱化"犧牲環(huán)境換取增長"的動機為先導,制度設計應以提高地方政府治理意愿和治理能力為根本。
[Abstract]:Based on the realistic background that ecological transfer payment under the fiscal decentralization system provides local governments with innovative policy tools for environmental governance and has been explored in practice, the paper starts with distinguishing different incentives from different provinces. Based on the sample data of 46 prefectural cities in six eastern provinces from 2005 to 2010 and based on the construction of local government response function, this paper identifies the incentive effect of this system innovation on urban environmental governance by using spatial econometric model. The research shows that the two different incentive ways of "reward" and "punishment" have different institutional effects. The former helps to enhance environmental input and the latter helps to strengthen environmental regulation. In addition, direct financing and general allocation can also promote the incentive effect.) malignant environmental competition among regions. Excessive proportion of highly polluting industries and insufficient local financial capacity will hinder the generation of institutional effects. The negative effects may even outweigh the positive effects of ecological transfer payments. This shows that the current system limits the incentive function of ecological transfer payment. The coordination of objectives and the design of the system are the key to improve the incentive effect. The goal coordination should be guided by expanding the ecological service function of local government and weakening the motive of "sacrificing the environment for growth", and the system design should be based on improving the local government's governance will and ability.
