【摘要】：城鎮(zhèn)化進(jìn)程的復(fù)雜性要求加強(qiáng)財(cái)政與金融政策的有效協(xié)同。通過構(gòu)建集財(cái)政、金融、財(cái)政金融協(xié)同為一體的投入指標(biāo)體系和包括經(jīng)濟(jì)城鎮(zhèn)化、社會城鎮(zhèn)化、生態(tài)城鎮(zhèn)化在內(nèi)的城鎮(zhèn)化產(chǎn)出指標(biāo)體系,運(yùn)用DEA模型,對2007~2015年我國財(cái)政金融協(xié)同支持城鎮(zhèn)化的有效性進(jìn)行實(shí)證檢驗(yàn),結(jié)果發(fā)現(xiàn),財(cái)政、金融以及財(cái)政金融協(xié)同支持城鎮(zhèn)化均處于無效率狀態(tài),而支出結(jié)構(gòu)不合理、彼此缺乏溝通、協(xié)同模式創(chuàng)新不足是主要原因。因此,為提升財(cái)政金融支持城鎮(zhèn)化的協(xié)同效率,必須在堅(jiān)持政策導(dǎo)向、政府調(diào)控的原則下,改革財(cái)稅制度、優(yōu)化頂層設(shè)計(jì)、完善債券市場建設(shè)、創(chuàng)新財(cái)政與金融協(xié)同模式,以更好地發(fā)揮財(cái)政資金的引導(dǎo)和規(guī)劃作用。
[Abstract]:The complexity of urbanization requires strengthening the effective coordination of fiscal and monetary policies. By constructing the input index system which integrates finance, finance and finance, and the output index system of urbanization, including economic urbanization, social urbanization and ecological urbanization, the DEA model is used. This paper empirically tests the effectiveness of fiscal and financial coordination in supporting urbanization in China from 2007 to 2015. The results show that fiscal, financial and financial coordination support urbanization is in an inefficient state, while the expenditure structure is unreasonable, and they lack communication with each other. The main reason is insufficient innovation of collaborative mode. Therefore, in order to enhance the synergistic efficiency of finance and finance to support urbanization, we must reform the fiscal and taxation system, optimize the top-level design, perfect the bond market construction, and innovate the fiscal and financial coordination mode under the principle of policy guidance and government regulation. In order to play a better role in the guidance and planning of financial funds.
