【摘要】：1940—1941年陜甘寧邊區(qū)的財(cái)政經(jīng)濟(jì)危機(jī),導(dǎo)致了中共在邊區(qū)執(zhí)政的嚴(yán)重危機(jī)和大生產(chǎn)運(yùn)動(dòng)、減租減息、精兵簡(jiǎn)政等一系列重大而影響深遠(yuǎn)政策的實(shí)施和全面推進(jìn)。梳理考察這段歷史,不難發(fā)現(xiàn)國(guó)民黨停發(fā)軍餉和對(duì)邊區(qū)進(jìn)行經(jīng)濟(jì)封鎖,日本帝國(guó)主義對(duì)河防的進(jìn)攻和對(duì)延安的轟炸,自然災(zāi)害頻發(fā)尤其是1940年的大災(zāi)害,邊區(qū)留守部隊(duì)、外來(lái)知識(shí)分子和黨政軍民學(xué)為主體的非生產(chǎn)人員的增加,以及邊區(qū)政府提出的不切實(shí)際的財(cái)政政策等諸多因素,在合力作用下引發(fā)了邊區(qū)財(cái)政經(jīng)濟(jì)方面"最大的一次困難"。
[Abstract]:From 1940 to 1941, the financial economic crisis in the Shensi-Kansu-Ningsia Border region led to the implementation of a series of important and far-reaching policies, such as the serious crisis of the CPC ruling in the Border region and the mass production movement, the reduction of rent and interest, the streamlining of military forces, and so on. Combing through this period of history, it is not difficult to find that the Kuomintang stopped paying its troops and imposed an economic blockade on the border region, the Japanese imperialists attacked the rivers and bombed Yan'an, and natural disasters, especially the great disasters of 1940, occurred frequently, and the border area remained troops. The increase of foreign intellectuals and non-productive personnel, as well as the impractical fiscal policies put forward by the government of the border region, have caused "the greatest difficulty" in the financial and economic aspects of the border region.
