【摘要】：現(xiàn)在對自然資源的征稅主要集中在金屬礦、非金屬礦物、煤炭等能源資源上,我國的立法對水資源稅基本不涉及,即使地方政府采取了體現(xiàn)地方特色的類似水資源稅的征收辦法,仍然不能達到統(tǒng)一制定水資源稅所能達到的效果。中國的確是水資源大國,中國的水資源總量排全球第六,但我國的人均占有量還不到全球平均水平的四分之一,而且我國的水資源分布不均,根據(jù)中國水資源網(wǎng)的統(tǒng)計我國的水污染嚴重,這也導(dǎo)致了可利用的水資源大幅度減少,大部分地區(qū)水資源匱乏,有些城市的人民甚至已經(jīng)開始飲用已被污染的水。水資源的問題解決不了,何談經(jīng)濟發(fā)展!何談民族復(fù)興!本文主要研究的是征收水資源稅時會遇到的稅收制度設(shè)計問題,其中包括納稅人的設(shè)計、納稅對象的設(shè)計、納稅依據(jù)的設(shè)計、稅率和稅收優(yōu)惠政策的制定等一系列問題。在對水資源的保護中除了立法,還需要進行其他的配套措施,在本文中我們首先論證了水資源稅立法的必要性和緊迫性,討論了水資源稅立法中應(yīng)該注意的稅收制度設(shè)計問題,并且進一步探討了對水資源進行保護的其他措施。希望能對征收水資源稅的制度設(shè)計研究起到補充的作用。
[Abstract]:This paper mainly focuses on the problem of water resources tax in China , which mainly concentrates on the energy resources such as metal mine , non - metallic mineral , coal and so on , and even if the local government has adopted a similar water resource tax collection method which embodies local characteristics , it can still not achieve the effect that the water resources tax can achieve . In this paper , we first demonstrate the necessity and urgency of water resources tax legislation , discuss the tax system design problem that should be paid attention to in the water resources tax legislation , and further discuss the other measures to protect water resources .
