【摘要】：利用江西省近19年省級(jí)統(tǒng)計(jì)數(shù)據(jù)和近7年的縣級(jí)統(tǒng)計(jì)數(shù)據(jù),實(shí)證分析了財(cái)政分權(quán)體制對(duì)縣級(jí)基本公共服務(wù)供給的影響。研究發(fā)現(xiàn),中國(guó)式財(cái)政分權(quán)在缺少"用手投票"和"用腳投票"機(jī)制的情況下,不僅沒(méi)有為地方基本公共服務(wù)的供給創(chuàng)造有利條件,反而成為了制約其合理增長(zhǎng)、均衡發(fā)展的體制性因素。為此,要改善基本公共服務(wù)供給,需要轉(zhuǎn)變政府職能、淡化GDP考核、加強(qiáng)財(cái)政監(jiān)督、探索多元化供給等措施,并依此發(fā)揮財(cái)政分權(quán)體制在促進(jìn)基本公共服務(wù)均衡供給中的保障作用。
[Abstract]:Based on the provincial statistics of Jiangxi Province in the last 19 years and the county level statistics in the past 7 years, this paper empirically analyzes the influence of the fiscal decentralization system on the supply of basic public services at the county level. The study found that the lack of mechanism of "voting with hands" and "voting with feet" in Chinese fiscal decentralization has not only failed to create favorable conditions for the supply of local basic public services, but also restricted its reasonable growth. Institutional factors for balanced development Therefore, in order to improve the supply of basic public services, it is necessary to change the functions of the government, desalinate the GDP examination, strengthen financial supervision, explore diversified supply and other measures. And the system of fiscal decentralization plays a role in promoting the balanced supply of basic public services.
