中部崛起進程中縣級政府面臨的財政困境及其出路探索

【摘要】:縣級財政伴隨著縣級政府的產生而產生,并隨著政府職能的發(fā)揮和縣域經(jīng)濟的發(fā)展而不斷增強地位、完善功能?h級財政是縣級政府正常運轉、進行地方治理和縣域經(jīng)濟發(fā)展的財力保障。中部崛起戰(zhàn)略提出以前,中部地區(qū)大多數(shù)縣級政府財政由于財力不足,一度淪為“吃飯財政”。近年來,隨著中部崛起戰(zhàn)略的提出,中部縣域經(jīng)濟和社會迎來了快速發(fā)展的歷史機遇。由于財政和經(jīng)濟之間的密切聯(lián)系,中部崛起進程中縣域經(jīng)濟和社會的快速發(fā)展也給縣級財政帶來了新的挑戰(zhàn)。 本文關于中部崛起進程中縣級政府面臨的財政困境及其出路探索分為三大部分。 第一部分,闡述了中部崛起進程中縣域經(jīng)濟發(fā)展給縣級財政帶來的新挑戰(zhàn),主要包括中部崛起對縣域經(jīng)濟發(fā)展提出的新要求,縣域經(jīng)濟發(fā)展與縣級財政運行之間的關系,中部崛起進程中縣級財政面臨的困境三個方面。 第二部分,分析了中部崛起進程中縣級政府財政處于困境的原因。中部崛起進程中縣級政府面臨的財政困境涉及到政府職能、財政管理和經(jīng)濟發(fā)展諸方面的問題。具體可分為六個方面的原因:縣級政府職能轉變不到位;縣級政府財權與事權不匹配;行政壁壘阻礙區(qū)域整合;縣級財政管理滯后;政府行政管理成本居高不下;縣域經(jīng)濟發(fā)展水平低,整體競爭力弱。 第三部分,提出了中部崛起進程中縣級財政脫困的對策建議。中部崛起進程中縣級政府處于財政困境的原因紛繁復雜,因此,實現(xiàn)中部崛起進程中的縣級財政脫困是一項系統(tǒng)工程。首先,縣級政府要切實轉變政府職能,打破行政壁壘,并合理劃分相關層級政府間的財權與事權,使縣級政府朝著服務型和法治型政府發(fā)展;其次,縣級政府要加強財政管理的科學性,進一步規(guī)范政府行政開支;再次,縣級政府要制定符合本縣實際的發(fā)展目標,調整產業(yè)結構,實現(xiàn)產業(yè)升級,培育特色經(jīng)濟,增強縣域經(jīng)濟的造血功能,使縣域經(jīng)濟得到健康、快速的發(fā)展。從而,通過以上幾方面系統(tǒng)的持續(xù)改進,逐步而穩(wěn)妥的使縣級財政走出困境。
[Abstract]:County finance comes into being with the emergence of county government, and with the development of government function and county economy, the status and function of county finance are constantly strengthened and perfected. County-level finance is the financial guarantee of county government's normal operation, local administration and county economic development. Before the central rising strategy was put forward, most county-level government finance in the central region was once reduced to "eating finance" because of the lack of financial resources. In recent years, with the rise of the central strategy, the central county economy and society ushered in a rapid development of historical opportunities. Due to the close relationship between finance and economy, the rapid development of county economy and society also brings new challenges to county finance. In this paper, there are three parts about the financial dilemma faced by the county government in the process of the rise of central China. The first part expounds the new challenges brought by the county economy development to the county finance in the process of the rise of the central region, mainly including the new requirements of the central rise to the county economy development, the relationship between the county economy development and the county finance operation. Three aspects of the dilemma faced by county finance in the process of the rise of central China. The second part analyzes the reasons why the county government finance is in the predicament in the process of the rise of central China. The financial difficulties faced by county governments in the process of the rise of central China are related to government functions, financial management and economic development. The specific reasons can be divided into six aspects: the function transformation of county government is not in place; the mismatch between financial power and administrative power of county government; administrative barrier hinders regional integration; the county financial management lags behind; the cost of government administration remains high; County level of economic development is low, the overall competitiveness is weak. The third part, put forward the countermeasures and suggestions of the county finance in the process of the rise of central China. The reasons why the county government is in financial predicament in the process of the rise of the central region are complicated. Therefore, it is a systematic project to realize the county finance in the process of rising up in the middle part of the country. First, the county government should transform the government function, break down the administrative barrier, and reasonably divide the financial power and power between the relevant levels of government, so as to make the county government develop towards the service-oriented government and the rule of law government. The county-level government should strengthen the scientific nature of the financial management, further standardize the government administrative expenditure; thirdly, the county-level government should formulate development goals that are in line with the actual situation of the county, adjust the industrial structure, realize industrial upgrading, and foster a characteristic economy. Strengthen the hematopoietic function of county economy, make county economy get healthy, rapid development. Thus, through the continuous improvement of the above several aspects, the county finance can step by step out of the predicament.
