【摘要】：地方政府面臨多種激勵(lì),著重探討公共品資本化的財(cái)政激勵(lì)效應(yīng)。由于教育資本化效應(yīng)的存在,以土地收入最大化為目標(biāo)的地方政府會(huì)增加教育支出在財(cái)政支出中的比重。面板數(shù)據(jù)工具變量法分析的實(shí)證結(jié)果表明,在財(cái)政分權(quán)GDP"標(biāo)尺競(jìng)爭(zhēng)"之外,資本化效應(yīng)也是地方政府公共支出偏好的激勵(lì)來(lái)源,并且能夠矯正財(cái)政分權(quán)帶來(lái)的公共支出結(jié)構(gòu)的扭曲。完善基于房地產(chǎn)價(jià)值的地方收入體系,合理發(fā)揮資本化效應(yīng)的激勵(lì)作用是公共財(cái)政框架下改革的可選途徑。
[Abstract]:Local governments are faced with a variety of incentives, focusing on the financial incentive effect of capitalization of public goods. Because of the effect of education capitalization, the local government aiming at maximizing land income will increase the proportion of education expenditure in the financial expenditure. The empirical results of panel data tool variable analysis show that in addition to "scale competition" of fiscal decentralization GDP, capitalization effect is also the incentive source of local government's public expenditure preference. And can correct the distortion of public expenditure structure caused by fiscal decentralization. Perfecting the local income system based on the real estate value and giving full play to the incentive effect of capitalization are the alternative ways to reform under the framework of public finance.
