【摘要】：隨著農機購置補貼政策自2004年正式實施以來，國家財政資金投入逐步增大，以及對政策進行相應調整，這充分顯示了國家對農業(yè)機械化發(fā)展問題的重視。本文作者作為一名在農業(yè)機械購置補貼政策實施過程中的基層服務者，結合自身實際工作，對北京市實施農機購置補貼政策進行深入調研和思考，力求從科學的角度進行梳理和總結，分析北京市實施農機購置補貼政策的現(xiàn)狀、成效以及問題，并通過分析，提出使農業(yè)機械購置補貼政策效益發(fā)揮最大化的對策與建議。本文分六個部分進行了論述。 第一部分：簡要論述了農機購置補貼政策實施的背景和意義。主要包括，選題依據(jù)，農機購置補貼政策實施的背景和意義，文獻綜述，研究內容。 第二部分：主要對國內外促進農業(yè)機械化發(fā)展的政策回顧與評價。在這一部分首先總結介紹了美國、法國、德國、日本、韓國的促進農機化發(fā)展的政策及做法；其次介紹了我國實施農機購置補貼政策的具體做法，介紹了我國農機購置補貼政策的沿革，這些均為更好地研究分析北京市落實農機購置補貼政策的做法提供了比較的依據(jù)。 第三部分：著重分析了北京市實施農機購置補貼政策的現(xiàn)狀，主要總結了北京市經(jīng)濟社會及農機化發(fā)展現(xiàn)狀；并且深入介紹北京市實施農機購置補貼政策的做法，其中介紹了北京市農機購置補貼政策制定的基本原則，包括：（1）補貼機具政策的目標設定；（2）實施范圍及規(guī)模；（3）補貼對象及補貼率和補貼額，以及行政工作流程。 第四部分：對北京市農機購置補貼政策效益進行分析，主要包括六個方面：一是農機購置補貼提高農機化水平，包括從農機裝備水平角度進行分析，從農機綜合作業(yè)水平角度進行分析；二是對農民增收影響，其中明確了農民是政策的直接受益者,并從縮短購機戶資金回收期角度以及通過案例分別對政策促進農民增收進行相應的論證；三是對農業(yè)生產(chǎn)效率；四是對于拉動農村消費市場分析；五是對促進農業(yè)勞動力向非農產(chǎn)業(yè)轉移；六是對農業(yè)抗擊自然災害能力。 第五部分：分析了北京市農機購置補貼政策實施過程中存在的問題，包括：農機購置補貼產(chǎn)品目錄局限性；農機購置補貼政策宣傳存在的問題；部分中標的農機具在質量、價格和售后服務等方面存在問題；農民套購或倒賣農機現(xiàn)象問題；補貼對象確定問題等。 第六部分：提出了有效實施農機購置補貼政策的對策建議，，包括一是優(yōu)化產(chǎn)品目錄，有效地發(fā)揮政策作用；二是確保農機具優(yōu)質優(yōu)價，提高售后服務質量；三是加大政策宣傳力度；四是加強農機具監(jiān)督管理；五是建立新型的農機購置綜合補貼機制；六是建立補貼對象優(yōu)選標準。
[Abstract]:With the implementation of agricultural machinery purchase subsidy policy since 2004, the national financial investment has gradually increased and the policy has been adjusted accordingly, which fully shows that the state attaches importance to the development of agricultural mechanization. The author of this paper, as a grass-roots service provider in the process of implementing agricultural machinery purchase subsidy policy, carries out a thorough investigation and reflection on the implementation of agricultural machinery purchase subsidy policy in Beijing in combination with his own actual work. This paper tries to comb and summarize from a scientific point of view, analyzes the present situation, results and problems of Beijing's agricultural machinery purchase subsidy policy, and puts forward some countermeasures and suggestions to maximize the benefit of agricultural machinery purchase subsidy policy. This paper is divided into six parts. The first part briefly discusses the background and significance of agricultural machinery purchase subsidy policy. It mainly includes the background and significance of agricultural machinery purchase subsidy policy, literature review and research content. Part two: review and evaluate the policies of promoting the development of agricultural mechanization at home and abroad. In this part, we first summarize and introduce the policies and practices of the United States, France, Germany, Japan and South Korea to promote the development of agricultural mechanization; secondly, we introduce the specific practices of implementing the policy of subsidizing the purchase of agricultural machinery in China. This paper introduces the evolution of the purchase subsidy policy of agricultural machinery in China, which provides a comparative basis for better research and analysis of the practice of implementing the policy of purchasing subsidy for agricultural machinery in Beijing. The third part analyzes the status quo of Beijing's agricultural machinery purchase subsidy policy, summarizes the current situation of Beijing's economic, social and agricultural mechanization development, and further introduces the practice of implementing the agricultural machinery purchase subsidy policy in Beijing. This paper introduces the basic principles of the purchase subsidy policy of agricultural machinery in Beijing, including: 1) setting the target of subsidizing machinery and tools policy (2) the scope and scale of the subsidy, and 3) the subsidy object, the subsidy rate and the subsidy amount, as well as the administrative work flow. The fourth part: the benefit of purchase subsidy policy of agricultural machinery in Beijing is analyzed, which mainly includes six aspects: first, the purchase subsidy of agricultural machinery improves the level of agricultural machinery, including the analysis from the angle of agricultural machinery equipment level. From the perspective of the level of integrated agricultural machinery operations, the second is the impact on farmers' income, in which it is clear that farmers are the direct beneficiaries of the policy. And from the perspective of shortening the period of capital recovery of machine buyers and through cases to promote the policy to increase farmers' income, the third is the efficiency of agricultural production, the fourth is to stimulate the rural consumer market analysis; Fifth, to promote the transfer of agricultural labor to non-agricultural industries; sixth, to combat natural disasters in agriculture. The fifth part analyzes the problems existing in the implementation of the purchase subsidy policy of agricultural machinery in Beijing, including: the limitation of the catalogue of agricultural machinery purchase subsidy products, the problems existing in the propaganda of the purchase subsidy policy of agricultural machinery, the quality of some of the agricultural machinery and tools won the bid, There are some problems in price and after-sale service; the phenomenon of farmers buying or reselling agricultural machinery; the problem of subsidy object determination and so on. The sixth part: put forward the countermeasures and suggestions for the effective implementation of the purchase subsidy policy of agricultural machinery, including: first, to optimize the catalogue of agricultural machinery, and to give full play to the policy role; second, to ensure the high quality and high price of agricultural machinery and tools, and to improve the quality of after-sales service; Third, strengthen policy propaganda; fourth, strengthen the supervision and management of agricultural machinery and tools; fifth, establish a new comprehensive subsidy mechanism for purchasing agricultural machinery; sixthly, establish the standard of preferential selection of subsidy objects.
