【摘要】：流通業(yè)是經(jīng)濟(jì)發(fā)展中的基礎(chǔ)產(chǎn)業(yè)，具有較強(qiáng)先導(dǎo)性，是鏈接消費(fèi)者與生產(chǎn)的紐帶。在經(jīng)濟(jì)快速發(fā)展的今天，流通業(yè)以其引導(dǎo)生產(chǎn)、促進(jìn)消費(fèi)、增加就業(yè)率、加快城鎮(zhèn)化、優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、與三產(chǎn)業(yè)間具有較高的關(guān)聯(lián)度。由于我國(guó)重農(nóng)輕商思想，以及長(zhǎng)期以來(lái)對(duì)流通業(yè)發(fā)展不重視，導(dǎo)致我國(guó)流通業(yè)整體發(fā)展水平偏低，流通效率不高，在一定程度上影響了我國(guó)整體經(jīng)濟(jì)發(fā)展。特別是云南省這種經(jīng)濟(jì)基礎(chǔ)薄弱省份，流通業(yè)發(fā)展更是顯現(xiàn)出嚴(yán)重不足，導(dǎo)致生產(chǎn)與消費(fèi)脫節(jié)。 但是，隨著改革開(kāi)放的推進(jìn)和市場(chǎng)經(jīng)濟(jì)的發(fā)展，我國(guó)經(jīng)濟(jì)經(jīng)過(guò)長(zhǎng)期持續(xù)發(fā)展，經(jīng)濟(jì)基礎(chǔ)有了較大的改善，人民生活水平得到了很大提升，人民對(duì)商品的需求量也隨之增強(qiáng)，流通產(chǎn)業(yè)的地位越來(lái)越重要，，國(guó)家為促進(jìn)流通產(chǎn)業(yè)的快速發(fā)展，制定了一系列的政策。云南省為了經(jīng)濟(jì)的更好發(fā)展，也出臺(tái)了相應(yīng)措施，改善云南省流通業(yè)環(huán)境，促進(jìn)流通業(yè)發(fā)展。雖然經(jīng)過(guò)快速發(fā)展，云南省流通業(yè)有了長(zhǎng)足進(jìn)步，但是與發(fā)達(dá)地區(qū)和國(guó)家相比，仍然存在較大差距。主要體現(xiàn)在流通業(yè)整體效率不高、規(guī)�；幻黠@、產(chǎn)業(yè)秩序混亂、區(qū)域發(fā)展部平衡、城鄉(xiāng)結(jié)構(gòu)二元化等等。 所以，為了發(fā)展云南省經(jīng)濟(jì)，增強(qiáng)云南省流通業(yè)先導(dǎo)性，促進(jìn)就業(yè)，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，加快城鎮(zhèn)化建設(shè)，構(gòu)建云南流通活省刻不容緩，這關(guān)系到云南省經(jīng)濟(jì)是否能在投資、出口疲軟的情況下，拉動(dòng)內(nèi)需、促進(jìn)就業(yè)、穩(wěn)定經(jīng)濟(jì)發(fā)展，建設(shè)和諧社會(huì)的大局。文章通過(guò)對(duì)流通理論梳理，緊密?chē)@云南省流通業(yè)發(fā)展現(xiàn)狀，實(shí)事求是，正反論證，對(duì)云南省流通業(yè)發(fā)展成績(jī)予以肯定，對(duì)發(fā)展中不足，找出原因，通過(guò)政府這只看得見(jiàn)的手，運(yùn)用財(cái)政政策，構(gòu)建流通活省，發(fā)展云南省流通業(yè)，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，推進(jìn)云南經(jīng)濟(jì)轉(zhuǎn)型，發(fā)展特色產(chǎn)業(yè)，帶動(dòng)產(chǎn)業(yè)鏈升級(jí)改造，推動(dòng)云南省產(chǎn)品國(guó)際化進(jìn)程，促進(jìn)云南整體經(jīng)濟(jì)發(fā)展，整合城鄉(xiāng)二元結(jié)構(gòu)，構(gòu)建和諧云南。
[Abstract]:Circulation industry is a basic industry in economic development, with strong forerunner and a link between consumer and production. With the rapid development of economy, circulation industry has a high degree of correlation with the three industries for guiding production, promoting consumption, increasing employment rate, speeding up urbanization and optimizing industrial structure. Due to the thought of attaching importance to agriculture and neglecting commerce, and the neglect of the development of circulation industry for a long time, the overall development level of circulation industry in our country is on the low side, and the circulation efficiency is not high, which to some extent affects the overall economic development of our country. Especially in Yunnan Province, where the economic base is weak, the development of circulation industry is seriously deficient, which leads to the disconnection between production and consumption. However, with the promotion of reform and opening up and the development of the market economy, China's economy has undergone long-term sustained development, the economic base has been greatly improved, the people's living standards have been greatly improved, and the people's demand for commodities has also increased. The status of circulation industry is becoming more and more important. The government has formulated a series of policies to promote the rapid development of circulation industry. For the sake of better economic development, Yunnan Province has also put forward corresponding measures to improve the circulation environment and promote the development of circulation industry in Yunnan Province. Although the circulation industry of Yunnan Province has made great progress through the rapid development, there is still a big gap compared with the developed regions and countries. Mainly reflected in the circulation industry overall efficiency is not high, the scale is not obvious, the industrial order is chaotic, the regional development department balance, the urban-rural structure dualization and so on. Therefore, in order to develop Yunnan's economy, strengthen the forerunner of Yunnan's circulation industry, promote employment, optimize the industrial structure, speed up the construction of urbanization, and construct Yunnan's circulation and living province, it is of great urgency that Yunnan's economy can be invested. Weak export, stimulating domestic demand, promoting employment, stabilizing economic development and building a harmonious society. By combing the circulation theory, closely focusing on the current situation of the circulation industry in Yunnan Province, seeking truth from facts, demonstrating the pros and cons, affirming the achievements in the development of the circulation industry in Yunnan Province, finding out the reasons for the deficiency in the development, and through the visible hand of the government, Using fiscal policy to construct circulation province, develop circulation industry in Yunnan Province, optimize industrial structure, promote economic transformation in Yunnan, develop characteristic industry, promote upgrading and transformation of industrial chain, and promote the process of product internationalization in Yunnan Province. Promote the overall economic development of Yunnan, integrate urban and rural dual structure, and build a harmonious Yunnan.
