【摘要】：近年來(lái),對(duì)教育財(cái)政投入的研究逐步成為教育學(xué)和公共財(cái)政學(xué)領(lǐng)域的研究熱點(diǎn)。改革開放以來(lái),我國(guó)公共教育的規(guī)模不斷增長(zhǎng),財(cái)政每年用于教育投入的財(cái)力不斷加大,多渠道融資正逐步形成,教育投入結(jié)構(gòu)在不斷完善。雖然我國(guó)教育財(cái)政投入已經(jīng)取得了長(zhǎng)足的進(jìn)展,獲得了舉世矚目的成就,但仍存在著教育財(cái)政投入不足、分配不合理、效率低下等問題。因此論文對(duì)教育財(cái)政投入的研究具有重要的理論和實(shí)踐意義。本文對(duì)教育財(cái)政投入的理論研究,在一定程度上促進(jìn)了教育財(cái)政相關(guān)理論的不斷完善,本文對(duì)教育財(cái)政投入系統(tǒng)的運(yùn)行研究,為深入探討教育財(cái)政投入系統(tǒng)的運(yùn)行規(guī)律提供了理論與技術(shù)支持。論文在國(guó)內(nèi)外文獻(xiàn)研究綜述的基礎(chǔ)上,從系統(tǒng)學(xué)、公共經(jīng)濟(jì)學(xué)、教育經(jīng)濟(jì)理論、財(cái)政支出理論、教育成本分擔(dān)理論等方面論述了相關(guān)理論對(duì)教育財(cái)政投入的理論支持,從基礎(chǔ)、平臺(tái)、動(dòng)力、源泉等方面,構(gòu)建了教育財(cái)政投入的理論框架。論文分析了教育財(cái)政投入與經(jīng)濟(jì)增長(zhǎng)、就業(yè)等多元素的邏輯關(guān)系,構(gòu)造了教育財(cái)政投入系統(tǒng)模型。論文以海南省為例,進(jìn)行了海南省教育財(cái)政投入運(yùn)行的仿真分析,利用通過(guò)檢驗(yàn)后的海南省教育財(cái)政投入系統(tǒng)仿真模型對(duì)海南省2013年-2030年教育財(cái)政投入和固定資產(chǎn)投資的分配比例及三級(jí)教育投入結(jié)構(gòu)進(jìn)行調(diào)整,得到了重要的結(jié)論。在此基礎(chǔ)上提出了海南省教育財(cái)政投入的對(duì)策。論文對(duì)海南省促進(jìn)教育事業(yè)發(fā)展具有較大的參考價(jià)值。對(duì)我國(guó)教育財(cái)政投入的研究也有一定的借鑒意義。
[Abstract]:In recent years, the research on educational finance investment has gradually become the research hotspot in the field of pedagogy and public finance. Since the reform and opening up, the scale of public education in China has been increasing, the financial resources used in education have been increasing every year, the multi-channel financing is gradually forming, and the structure of education investment is constantly improving. Although great progress has been made in the financial investment in education in our country, and great achievements have been made, there are still some problems such as insufficient financial investment in education, unreasonable distribution and low efficiency. Therefore, the thesis has important theoretical and practical significance to the research of educational financial investment. To a certain extent, the theoretical study of educational financial investment has promoted the continuous improvement of educational finance related theories. This paper studies the operation of educational financial investment system. It provides theoretical and technical support for probing into the running rule of educational financial input system. On the basis of literature review at home and abroad, this paper discusses the theoretical support of educational financial input from the aspects of systematics, public economics, educational economy theory, financial expenditure theory, educational cost sharing theory, etc. The platform, motive force, headspring and so on, have constructed the theory frame of education finance investment. This paper analyzes the logical relationship between education financial investment and economic growth, employment and other elements, and constructs a system model of educational financial investment. Taking Hainan Province as an example, the paper carries on the simulation analysis of Hainan Province's education financial input operation. By using the tested simulation model of Hainan Province's education financial investment system, the allocation ratio of education finance investment and fixed assets investment and the three-level education investment structure of Hainan Province from 2013 to 2030 are adjusted, and the important conclusions are obtained. On this basis, the paper puts forward the countermeasures of Hainan Province's education financial investment. This paper has great reference value for promoting the development of education in Hainan Province. The research on the financial investment of education in our country also has certain reference significance.
