【摘要】：隨著寧夏扶貧開(kāi)發(fā)工作進(jìn)入扶貧攻堅(jiān)新階段,扶貧開(kāi)發(fā)工作的重點(diǎn)已開(kāi)始由粗放式管理走向精細(xì)化管理,扶貧資金監(jiān)管就顯得至關(guān)重要了,亦受到國(guó)家高層的重視。近期媒體披露出被審計(jì)得多地扶貧部門(mén)的扶貧資金均存在滯留和被挪作他用等現(xiàn)象,創(chuàng)新扶貧資金使用機(jī)制,加強(qiáng)扶貧資金監(jiān)管力度迫在眉睫。本文選題對(duì)寧夏財(cái)政專(zhuān)項(xiàng)扶貧資金管理相關(guān)問(wèn)題進(jìn)行研究,旨在發(fā)現(xiàn)扶貧資金存在的問(wèn)題并提出完善扶貧資金管理的對(duì)策建議,促進(jìn)扶貧資金科學(xué)合理使用。這既是貫徹落實(shí)黨的十八大和十八屆三中全會(huì)精神、中央扶貧開(kāi)發(fā)工作會(huì)議精神,實(shí)現(xiàn)《中國(guó)農(nóng)村扶貧開(kāi)發(fā)綱要》奮斗目標(biāo)的有力保障,也是為了貫徹落實(shí)寧夏第十一次黨代會(huì)精神,進(jìn)而使得寧夏百萬(wàn)貧困人口扶貧攻堅(jiān)戰(zhàn)略部署下工作得到深入推進(jìn),實(shí)現(xiàn)寧夏“三不愁、四保障”扶貧開(kāi)發(fā)目標(biāo)。對(duì)寧夏貧困地區(qū)實(shí)現(xiàn)與全區(qū)、全國(guó)同步進(jìn)入全面小康社會(huì),實(shí)現(xiàn)“美麗寧夏、開(kāi)放寧夏、富裕寧夏、和諧寧夏”的發(fā)展藍(lán)圖,具有重大的現(xiàn)實(shí)意義。針對(duì)已發(fā)現(xiàn)的財(cái)政扶貧資金的虛報(bào)冒領(lǐng)、擠占挪用等導(dǎo)致扶貧資金使用效率降低的現(xiàn)象,一方面從制度本身改革,不斷完善相關(guān)扶貧項(xiàng)目的監(jiān)管機(jī)制；另一方面扶貧資金的使用應(yīng)大力實(shí)施創(chuàng)新型的資金使用模式,整合各類(lèi)扶貧資金,合力進(jìn)行扶貧開(kāi)發(fā)攻堅(jiān),大膽探索勇于創(chuàng)新的扶貧資金使用模式,通過(guò)創(chuàng)新金融扶貧模式,利用互助資金為支點(diǎn),撬動(dòng)銀行信貸資金,放大扶貧資金,將扶貧資金精準(zhǔn)瞄準(zhǔn)貧困農(nóng)戶(hù),有效緩解貧困農(nóng)戶(hù)發(fā)展資金短缺困難,使財(cái)政扶貧資金能夠按照貧困農(nóng)戶(hù)的真實(shí)需求得以使用,使他們真正受益。
[Abstract]:With Ningxia's poverty alleviation and development work entering a new stage of poverty alleviation and development, the focus of poverty alleviation and development work has begun to move from extensive management to fine management. Recently, the media has revealed that the poverty alleviation funds of many audited poverty alleviation departments are stranded and diverted for other use, so it is urgent to innovate the mechanism for the use of poverty alleviation funds and to strengthen the supervision of poverty alleviation funds. This paper studies the problems related to the fund management of Ningxia financial special poverty alleviation in order to find out the existing problems of poverty alleviation funds and put forward the countermeasures and suggestions to improve the management of poverty alleviation funds to promote the scientific and rational use of poverty alleviation funds. This is an effective guarantee for the implementation of the spirit of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee, the spirit of the Central working Conference on Poverty Alleviation and Development, and the realization of the objectives of the "outline for Poverty Alleviation and Development in China's Rural areas" It is also in order to carry out the spirit of the Eleventh Party Congress of Ningxia, and further promote the work under the strategic deployment of poverty alleviation strategy for one million poor people in Ningxia, and realize Ningxia's goal of "three no worries, four guarantees" in poverty alleviation and development. It is of great practical significance to realize the development blueprint of "beautiful Ningxia, open Ningxia, rich Ningxia and harmonious Ningxia" in the poverty-stricken areas of Ningxia and the whole region, and the whole country has entered into a well-off society in an all-round way. In view of the phenomenon that the misrepresentation and misappropriation of financial funds for poverty alleviation have resulted in the reduction of the efficiency of the use of poverty alleviation funds, on the one hand, the system itself is reformed, and the supervision mechanism of related poverty alleviation projects is constantly improved; On the other hand, the use of poverty alleviation funds should vigorously implement innovative fund use models, integrate all kinds of poverty alleviation funds, work together to tackle difficulties in poverty alleviation and development, and boldly explore innovative use patterns of poverty alleviation funds, and by innovating the financial poverty alleviation model, Using mutual aid funds as the fulcrum, leveraging bank credit funds, enlarging poverty alleviation funds, targeting poverty alleviation funds precisely at poor farmers, and effectively alleviating the shortage of development funds for poor farmers. So that the financial poverty-alleviation funds can be used according to the real needs of poor farmers, so that they really benefit.
