農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策實(shí)施異質(zhì)效應(yīng)——基于DID模型的動(dòng)態(tài)估計(jì)

【摘要】:論文以國內(nèi)率先試點(diǎn)探索農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策的創(chuàng)新實(shí)踐地區(qū)——成都和蘇州為典型實(shí)證,基于2012和2015年兩期農(nóng)戶動(dòng)態(tài)跟蹤調(diào)研數(shù)據(jù),運(yùn)用DID模型測(cè)量農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策實(shí)施異質(zhì)效應(yīng)及影響因素。結(jié)果表明:1)農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策的持續(xù)實(shí)施顯著增加實(shí)踐地區(qū)農(nóng)民的政策滿意度,激勵(lì)農(nóng)民參與農(nóng)地流轉(zhuǎn),但對(duì)提升農(nóng)民參與農(nóng)田保護(hù)性耕作措施的作用較小。2)農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策實(shí)施成效具有顯著異質(zhì)性。2008年開始試點(diǎn)養(yǎng)老保障與農(nóng)業(yè)補(bǔ)償相結(jié)合的耕地保護(hù)基金政策的成都市,農(nóng)戶政策滿意度的上升幅度相對(duì)較大。鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)達(dá)、長(zhǎng)三角地區(qū)經(jīng)濟(jì)發(fā)展帶重鎮(zhèn)的蘇州市,農(nóng)戶家庭生計(jì)多元,戶均非農(nóng)業(yè)收入占比達(dá)82.12%,較成都農(nóng)戶高2.66%,農(nóng)地生計(jì)依賴較弱,補(bǔ)償政策明顯促進(jìn)該區(qū)域農(nóng)戶參與農(nóng)地流轉(zhuǎn),但農(nóng)戶農(nóng)田保護(hù)積極性值卻大幅下降。3)受訪者的年齡、受教育水平、農(nóng)田保護(hù)及功能認(rèn)知、對(duì)農(nóng)田保護(hù)政策關(guān)注程度、農(nóng)業(yè)收入占比、家庭勞動(dòng)力比例、調(diào)研村莊經(jīng)濟(jì)水平及受訪村莊與最近城鎮(zhèn)距離均會(huì)顯著影響農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償政策實(shí)施成效。
[Abstract]:This paper takes Chengdu and Suzhou as the typical empirical examples, which is the first experiment in China to explore the innovation practice of farmland protection economic compensation policy, based on the two periods of dynamic tracking survey data of farmers in 2012 and 2015. DID model was used to measure the heterogeneity effect of economic compensation policy for farmland protection and its influencing factors. The results show that the sustained implementation of the economic compensation policy for farmland protection significantly increases the farmers' satisfaction with the policy, and encourages farmers to participate in the transfer of agricultural land. However, it has significant heterogeneity in promoting farmers' participation in farmland conservation tillage measures. 2) there is significant heterogeneity in the implementation of farmland protection economic compensation policy. In 2008, Chengdu City began to pilot the cultivated land protection fund policy, which combines old-age security and agricultural compensation. The increase of farmers' policy satisfaction is relatively large. In Suzhou, where the township economy is well developed and the economic development of the Yangtze River Delta is very important, the farmers' livelihood is diverse, the non-agricultural income of households accounts for 82.12% of Prida, which is 2.66% higher than that of Chengdu farmers, and the dependence on agricultural land is relatively weak. The compensation policy obviously promoted farmers' participation in farmland transfer, but the positive value of farmers' farmland protection decreased significantly. 3) the age, education level, farmland protection and functional cognition of the respondents, and the degree of concern to farmland protection policy. The proportion of agricultural income, the proportion of family labor force, the economic level of the investigated village and the distance between the visited village and the nearest town will significantly affect the effect of the economic compensation policy of farmland protection.
