【摘要】："以縣為主"體制迫使地方政府在教育投入中"盡責",而"新機制"改革增加了地方政府投資教育的經濟激勵,兩次改革都提高了農村教育經費保障水平,取得了一定成效。但是,在"以縣為主"體制中,地方政府對教育投入普遍具有"卸責"沖動;而"新機制"改革也存在顯著的"擠出效應"。所以,地方教育財政投入的主動性問題并沒有得到徹底解決。另外,雖然兩次改革消除了地方教育財政投入的"中部凹陷"現象,但最終形成的地方教育財政投入差別也有悖于財政中立性原則。因此,盡快調整地方政府的政績考核方式,明確劃分各級政府的教育投入責任,科學設計有地區(qū)差別的教育轉移支付制度,仍然是未來農村教育制度改革的重要任務。
[Abstract]:The "county-oriented" system forces local governments to "be responsible" in their educational input, while the "new mechanism" reform has increased the economic incentives for local governments to invest in education, and both reforms have raised the level of rural education funds and achieved certain results. However, in the "county-oriented" system, local governments generally have the impulse of "shirking responsibility" for education investment, and the "new mechanism" reform also has a significant "crowding out effect". Therefore, the initiative of local education financial input has not been completely resolved. In addition, although the two reforms eliminated the "central depression" of the local education financial investment, the difference in the local education financial input was also contrary to the principle of fiscal neutrality. Therefore, it is still an important task for the reform of rural education system in the future to adjust the performance assessment methods of local governments, clearly divide the responsibility of education input of governments at all levels, and scientifically design the education transfer payment system with regional differences.
