【摘要】：三農(nóng)問題的核心是農(nóng)民問題,解決農(nóng)民問題的關(guān)鍵是促進(jìn)農(nóng)民增收。而農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營是調(diào)整農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)、提高農(nóng)業(yè)生產(chǎn)效益、增加農(nóng)民收入的有效途徑。作為農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營主體的龍頭企業(yè)是連接農(nóng)民和市場的紐帶。因此推進(jìn)農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營,扶持壯大龍頭企業(yè)是解決三農(nóng)問題的突破口。 近年來,三明市市級龍頭企業(yè)的規(guī)模從2009年的135家產(chǎn)值107.79億元增長到2013年的368家產(chǎn)值347.23億元,政府對龍頭企業(yè)的投入也從2009年的0.59億元增長到2013年的1.03億元。應(yīng)對新的宏觀環(huán)境和發(fā)展機(jī)遇,如何解決企業(yè)發(fā)展中遇到的難題,更好地服務(wù)龍頭企業(yè)發(fā)展,制定更嚴(yán)謹(jǐn)、更高效、更具公信力的扶持政策,成為了地方政府必須考慮的問題,也正是本文研究意義之所在。 本文通過前期看文獻(xiàn)、查資料、走企業(yè)、訪農(nóng)戶、發(fā)問卷、辦座談等方式收集和掌握了大量研究素材。論文以公共政策理論、改造傳統(tǒng)農(nóng)業(yè)理論為理論基礎(chǔ),采用數(shù)據(jù)統(tǒng)計分析、問卷調(diào)查分析、成本效益分析、對比分析等分析方法,通過建立三明市龍頭企業(yè)扶持政策評價體系,對現(xiàn)行扶持政策的實(shí)施效果、效率、滿意度進(jìn)行系統(tǒng)的評價分析,查找政策缺陷和問題,根據(jù)公共政策分析的公共性原則建立基于目標(biāo)體系、主體關(guān)系、利益博弈、機(jī)制選擇的扶持龍頭企業(yè)公共政策體系,并就扶持政策各利益主體反映的突出問題,提出具體對策建議。 全文分為六個章節(jié)： 第一章,導(dǎo)論。介紹本文的研究背景、研究目的和意義、國內(nèi)外研究動態(tài),闡述本文的研究思路和方法。 第二章,相關(guān)概念及理論。主要有農(nóng)業(yè)產(chǎn)業(yè)化、農(nóng)業(yè)產(chǎn)業(yè)化龍頭企業(yè)的有關(guān)概念及特征,扶持龍頭企業(yè)的理論依據(jù)和現(xiàn)實(shí)依據(jù)。 第三章,扶持政策的相關(guān)理論分析。從政府職能部門特征、政府作用分析、政策目標(biāo)分析、政策基本原則、扶持政策評價內(nèi)容與方法等方面對扶持政策進(jìn)行綜合闡述。 第四章,扶持政策實(shí)證分析,通過對當(dāng)前扶持政策的實(shí)施效果、效率、滿意度進(jìn)行評價,查找政策缺陷、問題及成因。 第五章,扶持政策體系及政策建議,按照公共性原則構(gòu)建扶持政策體系,并從科技創(chuàng)新、融資支持、帶動農(nóng)戶、政策常態(tài)化評價機(jī)制等方面提出對策建議。 第六章,結(jié)論。
[Abstract]:The core of the three agricultural problems is the problem of farmers , the key to solving the problem of farmers is to promote the income of farmers . The agricultural industrialization management is an effective way to adjust the structure of the rural economy , improve the efficiency of agricultural production and increase the income of farmers .

In recent years , the size of the city - class dragon - head enterprises in Sanming City increased from 135 in 2009 to 367.23 billion yuan in 2013 , and the government ' s investment in the leading enterprises increased from 0 . 59 billion yuan in 2009 to 103 billion yuan in 2013 . It is also the research significance of this paper to deal with new macro - environment and development opportunities , how to solve the problems encountered in the development of enterprises , better serve the development of the enterprise , develop more rigorous , more efficient and credible support policies , and become the issues that the local government must consider .

Based on the theory of public policy and the reform of traditional agriculture theory , this paper analyzes and analyzes the implementation effect , efficiency and satisfaction of the existing support policy , analyzes the implementation effect , efficiency and satisfaction of the existing support policy , and sets up the public policy system based on the objective system , subject relationship , benefit game and mechanism choice .

The full text is divided into six chapters :

Chapter One , Introduction , introduces the research background , research purpose and significance of this paper , and studies the research thoughts and methods at home and abroad .

The second chapter , the related concepts and theories , mainly include the agricultural industrialization , the agricultural industrialization dragon head enterprise ' s related concept and characteristics , support the leading enterprise ' s theoretical basis and realistic basis .

In the third chapter , the relevant theoretical analysis of support policy is discussed from the aspects of government function , government action analysis , policy objective analysis , policy basic principle , support policy evaluation content and method , etc .

The fourth chapter , the empirical analysis of enabling policy , evaluates the implementation effect , efficiency and satisfaction degree of the current enabling policy , and finds out the defects , problems and causes of policy .

In chapter 5 , support policy system and policy suggestion , construct the support policy system according to the public principle , and put forward the countermeasure suggestion from the aspects of scientific and technological innovation , financing support , driving peasant household , and policy normalization evaluation mechanism .
