【摘要】：鴉片始終是近代中國(guó)的主要社會(huì)經(jīng)濟(jì)問(wèn)題,也是日本侵華的主要政策工具之一。文章在現(xiàn)有相關(guān)文獻(xiàn)的基礎(chǔ)上,依據(jù)日本的第一手史料探討了1915—1922年間日本占領(lǐng)青島時(shí)期所實(shí)施鴉片政策的背景和基本內(nèi)容。通過(guò)分析青島殖民當(dāng)局鴉片政策的實(shí)施過(guò)程、日本內(nèi)閣兩次廢除殖民地鴉片制度決定的真實(shí)意圖和實(shí)際效果,揭示日本在占領(lǐng)地區(qū)推行鴉片專(zhuān)賣(mài)政策的真實(shí)狀態(tài)。進(jìn)而通過(guò)對(duì)日本殖民當(dāng)局進(jìn)口和走私鴉片的規(guī)模、銷(xiāo)售渠道、所獲收入規(guī)模的分析,揭示日軍占領(lǐng)青島期間的鴉片專(zhuān)賣(mài)政策的影響和實(shí)質(zhì)。
[Abstract]:Opium has always been a major social and economic problem in modern China and one of the main policy tools of Japanese aggression against China. Based on the existing literature, this paper discusses the background and basic contents of opium policy during the period of Japanese occupation of Qingdao from 1915 to 1922 according to Japanese first-hand historical data. Through the analysis of the implementation process of opium policy of Qingdao colonial authorities, the true intention and actual effect of the Japanese cabinet's decision to abolish the colonial opium system twice revealed the true state of Japan's opium monopoly policy in the occupied areas. Through the analysis of the scale of opium import and smuggling by the Japanese colonial authorities, the distribution channels and the income scale, the influence and essence of the opium monopoly policy during the Japanese occupation of Qingdao were revealed.
