【摘要】：實行政府采購制度的主要目的是為了提高采購資金的使用效益,為了實現(xiàn)這一目的,除了加強政府采購法律體系的建立,完善采購監(jiān)督機制和供應(yīng)商的質(zhì)疑申訴制度外,如何根據(jù)采購標(biāo)的的要求和采購資金的數(shù)量,選擇適合的政府采購方式,對于提高采購資金的使用效益意義重大。文章對我國政府采購法規(guī)定的幾種采購方式的適用范圍、優(yōu)缺點進(jìn)行了比較,并對世界上政府采購制度比較成熟的國家采購方式進(jìn)行比較分析,以期對采購人選擇合適的政府采購方式有所幫助。
[Abstract]:The main purpose of implementing the government procurement system is to improve the efficiency of the use of procurement funds. In order to achieve this goal, in addition to strengthening the establishment of the legal system of government procurement, perfecting the procurement supervision mechanism and the supplier's challenge complaint system, How to choose the appropriate government procurement method according to the requirements of the procurement object and the quantity of the procurement funds is of great significance to improve the efficiency of the use of the procurement funds. This paper compares the scope of application, advantages and disadvantages of several kinds of procurement methods stipulated in our country's government procurement law, and makes a comparative analysis of the country's procurement methods which are more mature in the world's government procurement system. With a view to buyers to choose the appropriate government procurement methods to help.
