【摘要】：政府采購(gòu)代理機(jī)構(gòu)政府采購(gòu)活動(dòng)中發(fā)揮著極為重要的作用,運(yùn)作中是否規(guī)范、高效,直接影響政府采購(gòu)的結(jié)果與聲譽(yù)。然而迄今為止,我國(guó)仍未形成統(tǒng)一的政府采購(gòu)代理機(jī)構(gòu)績(jī)效評(píng)價(jià)指標(biāo)體系。本文從采購(gòu)代理機(jī)構(gòu)的概念、特征以及在當(dāng)前社會(huì)環(huán)境下面臨的機(jī)遇與挑戰(zhàn)入手,對(duì)各省市現(xiàn)有的采購(gòu)代理考核情況進(jìn)行梳理,查找問(wèn)題;分析、借鑒了美國(guó)聯(lián)邦采購(gòu)中對(duì)于聯(lián)邦服務(wù)總署的考核方式,提出了我們學(xué)習(xí)的方向。采用專(zhuān)家訪(fǎng)談及效度檢驗(yàn)的方法,設(shè)計(jì)并完善了的指標(biāo)體系。在此基礎(chǔ)上,采用層次分析法,得到了反映各項(xiàng)指標(biāo)重要程度的權(quán)重系數(shù),可作為政府采購(gòu)集中采購(gòu)機(jī)構(gòu)和甲級(jí)代理機(jī)構(gòu)專(zhuān)項(xiàng)檢查指標(biāo)體系的參考。
[Abstract]:Government procurement agency plays an extremely important role in government procurement activities. Whether it is standardized and efficient in operation directly affects the results and reputation of government procurement. However, up to now, our country has not formed the unified government procurement agency performance appraisal index system. This paper starts with the concept, characteristics and opportunities and challenges of purchasing agency in the current social environment, combs the existing situation of purchasing agency in various provinces and cities, finds out the problems, analyzes the problems, This paper draws lessons from the evaluation methods of the Federal Service Agency in the United States, and puts forward the direction of our study. The method of expert interview and validity test is used to design and perfect the index system. On this basis, the weight coefficient reflecting the importance of each index is obtained by using the analytic hierarchy process (AHP), which can be used as a reference for the special inspection index system of the centralized procurement agency and the grade A agency of government procurement.
