【摘要】：當(dāng)前,國(guó)際國(guó)內(nèi)經(jīng)濟(jì)環(huán)境錯(cuò)綜復(fù)雜,對(duì)國(guó)家治理能力提出了新的考驗(yàn)。日本自第二次世界大戰(zhàn)后進(jìn)入"大政府"時(shí)代以來(lái),繁多的發(fā)展計(jì)劃多為政府通過(guò)財(cái)政金融政策措施進(jìn)行投資,以期引導(dǎo)建立一個(gè)良好的發(fā)展環(huán)境,從而吸引企業(yè)和社會(huì)資本投資。在20世紀(jì)90年代泡沫經(jīng)濟(jì)破碎之后,歷屆日本內(nèi)閣都致力于通過(guò)財(cái)政政策復(fù)蘇經(jīng)濟(jì)、縮減政府支出規(guī)模、解放生產(chǎn)力。換言之,日本的財(cái)政在在國(guó)家治理體系中發(fā)揮著重要作用。基于以上認(rèn)識(shí),本文擬通過(guò)對(duì)日本財(cái)政在國(guó)家治理中相關(guān)情況的梳理,分析日本財(cái)政在國(guó)家治理中的作用,并討論當(dāng)前我國(guó)繼續(xù)深化財(cái)稅體制改革、實(shí)現(xiàn)國(guó)家治理現(xiàn)代化過(guò)程中應(yīng)予以借鑒的經(jīng)驗(yàn)。
[Abstract]:At present, the international and domestic economic environment is complex, put forward a new test to the national governance ability. Since Japan entered the era of "big government" after the second World War, many development plans have been invested by the government through fiscal and financial policy measures in order to guide the establishment of a good development environment. So as to attract business and social capital investment. After the bursting of the bubble economy in the 1990s, successive Japanese cabinets worked to revive the economy through fiscal policy, reduce government spending and liberate productivity. In other words, Japan's finances play an important role in national governance. Based on the above understanding, this paper intends to analyze the role of Japanese finance in national governance by combing the relevant situation of Japanese finance in national governance, and to discuss how to deepen the reform of fiscal and taxation system in China at present. The experience that should be used for reference in the process of realizing the modernization of national governance.
