【摘要】：通過問卷調(diào)查、咨詢自然保護(hù)區(qū)負(fù)責(zé)人和文獻(xiàn)收集的方式搜集了我國(guó)自然保護(hù)區(qū)經(jīng)濟(jì)投入方面的資料,以2013年數(shù)據(jù)為基礎(chǔ),分析了我國(guó)自然保護(hù)區(qū)資金投入在渠道、規(guī)模、水平和使用等方面的現(xiàn)狀與存在的問題。結(jié)果表明,1 262個(gè)國(guó)家級(jí)和省級(jí)自然保護(hù)區(qū)的資金投入規(guī)模約為183.88億元,平均每個(gè)自然保護(hù)區(qū)投入1 457.06萬元,單位面積的平均投入為13 801.42元·km-2。我國(guó)對(duì)自然保護(hù)區(qū)的投入在1999—2009年的10 a間增加2.99倍,2009—2013年的4 a間又增加2.45倍。對(duì)比發(fā)現(xiàn),我國(guó)國(guó)家級(jí)自然保護(hù)區(qū)的資金投入總量略低于美國(guó)國(guó)家公園,單個(gè)國(guó)家級(jí)自然保護(hù)區(qū)的投入僅是單個(gè)美國(guó)國(guó)家公園投入的74.8%,國(guó)家級(jí)自然保護(hù)區(qū)單位面積的投入僅占美國(guó)國(guó)家公園單位面積投入的27.0%。資金投入多頭掌控、資金投入與經(jīng)營(yíng)收入未統(tǒng)籌和資金使用限制不合理等原因?qū)е伦匀槐Ｗo(hù)區(qū)資金投入的整體不足和結(jié)構(gòu)性缺乏。
[Abstract]:Through the questionnaire survey, consulting the person in charge of the nature reserve and collecting the literature, the paper collects the economic input information of the nature reserve in China. Based on the data of 2013, the paper analyzes the channel and scale of the investment in the nature reserve in our country. Level and use of the status quo and existing problems. The results show that the investment scale of 1 262 national and provincial nature reserves is about 18.388 billion yuan, the average investment of each nature reserve is 14.5706 million yuan, and the average investment per unit area is 13 801.42 yuan km-2. China's investment in nature reserves increased 2.99 times in 10 years from 1999 to 2009 and 2.45 times in 4 years in 2009-2013. The comparison shows that the total investment of the national nature reserves in China is slightly lower than that in the United States national parks. The investment of a single national nature reserve is only 74.8% of that of a single American national park, and the input of unit area of the national nature reserve is only 27.0% of that of the unit area of the national park of the United States. The reasons such as long control of capital input, uncoordinated investment and operating income and unreasonable restriction of fund use lead to the overall shortage and structural lack of capital investment in nature reserves.
