【摘要】：中國式分權(quán)對(duì)經(jīng)濟(jì)增長和居民生活質(zhì)量提升的正面作用已得到學(xué)界的一致肯定,但分權(quán)是否能提升居民的生活健康水平仍未有定論。本文基于微觀營養(yǎng)與健康調(diào)查數(shù)據(jù),采用生活質(zhì)量指標(biāo)QWB表征居民健康水平,實(shí)證檢驗(yàn)了分權(quán)與居民生活健康狀況間的關(guān)系。我們發(fā)現(xiàn),分權(quán)與居民生活健康的關(guān)系呈現(xiàn)倒U型特征。分權(quán)的增長會(huì)先使生活健康水平提升,在分權(quán)程度到了一定水平之后,又會(huì)帶來生活健康水平的下降。這說明,分權(quán)改革達(dá)到一定階段后,會(huì)對(duì)生活健康產(chǎn)生負(fù)面作用。本文的研究結(jié)果首次證實(shí)了分權(quán)改革可能對(duì)居民健康存在負(fù)面影響,而分權(quán)改革的進(jìn)一步深化是減少這一負(fù)面影響的必由之路。
[Abstract]:The positive effect of Chinese decentralization on economic growth and the improvement of residents' quality of life has been unanimously affirmed, but whether decentralization can improve the living and health of residents has not been concluded. Based on the data of micro-nutrition and health survey, the quality of life index (QWB) was used to characterize the residents' health level, and the relationship between decentralization and residents' health status was tested empirically. We found that the relationship between decentralization and the health of residents showed an inverted U-shaped feature. The increase of decentralization will raise the level of living and health first, and then bring down the level of living and health after the degree of decentralization reaches a certain level. This shows that after the decentralization reform reaches a certain stage, it will have a negative effect on the health of life. The results of this study confirm for the first time that the decentralization reform may have a negative impact on the health of the residents, and the deepening of the decentralization reform is the only way to reduce this negative impact.
