【摘要】：隨著信息技術(shù)的飛速發(fā)展，IT技術(shù)在各行各業(yè)的發(fā)展中所扮演的角色也越來越重要。在當(dāng)下的時(shí)代背景，稅務(wù)部門也遇到不小的挑戰(zhàn)，作為掌管重要數(shù)據(jù)的國家職能部門，面對(duì)來自不同方向的不同需求，其自身業(yè)務(wù)及事物管理更加離不了IT技術(shù)的支持。將信息技術(shù)應(yīng)用于稅務(wù)部門，實(shí)際上是實(shí)施了一次變革，意在使得稅務(wù)管理規(guī)范化，信息化，專業(yè)化，人性化，讓稅收工作變得更透明，更合理，更專業(yè)，更快捷，從各個(gè)方面滿足納稅人的需求，提供高質(zhì)量服務(wù)。 本文歸納總結(jié)了我國以及國外電子稅務(wù)的發(fā)展現(xiàn)狀，對(duì)其各自特點(diǎn)進(jìn)行了比較分析以作為本課題研究的基礎(chǔ)依據(jù)。在本文中，我們以內(nèi)蒙古地稅管理系統(tǒng)作為研究對(duì)象，對(duì)它進(jìn)行充分的日常事務(wù)信息采集。通過得到的調(diào)研結(jié)果做出功能需求分析，并針對(duì)需求以及內(nèi)蒙古地稅管理系統(tǒng)的不足之處進(jìn)行細(xì)致的分析和設(shè)計(jì)，最后結(jié)合稅務(wù)稅收工作集中管理的思想，建立一套快速響應(yīng)的集中式稅務(wù)管理系統(tǒng)。本文還針對(duì)系統(tǒng)開發(fā)過程中涉及到的操作環(huán)境和匯編語言進(jìn)行相應(yīng)介紹，分析比對(duì)之后，，根據(jù)自身特點(diǎn)選擇了ORACLE為后臺(tái)數(shù)據(jù)庫，并利用Java語言的開放性和跨平臺(tái)性選擇了JSP（Java Server Pages）編程。 通過對(duì)本系統(tǒng)的實(shí)施使用，能夠看出此次研究對(duì)內(nèi)蒙古地稅管理工作具有十分積極的作用。該集中式稅務(wù)管理系統(tǒng)針對(duì)了原管理模式的不足作出調(diào)整改變，使得各個(gè)工作點(diǎn)之間不再相互獨(dú)立，將各稅務(wù)所、各分局的稅務(wù)征收工作有機(jī)地結(jié)合，統(tǒng)一了各個(gè)部門的信息管理，極大方便了稅務(wù)工作者，也讓稅收工作呈清晰化、規(guī)范化、統(tǒng)一化，明顯提高了稅務(wù)機(jī)關(guān)辦事效率，同時(shí)提供給納稅人更加快捷有效高質(zhì)量服務(wù)。
[Abstract]:With the rapid development of information technology, IT technology plays an increasingly important role in the development of various industries. In the context of the present era, tax departments also meet a great challenge. As the national functional departments in charge of important data, facing different needs from different directions, their own business and business management can not be separated from the support of IT technology. The application of information technology to tax departments is in fact a revolution aimed at standardizing, informationalizing, professionalizing and humanizing tax administration, and making tax work more transparent, rational, professional, and faster. From all aspects to meet the needs of taxpayers, to provide high quality services. This paper summarizes the current situation of electronic taxation in China and abroad, and makes a comparative analysis of their respective characteristics to serve as the basis for the research of this subject. In this paper, we take Inner Mongolia land tax management system as the research object, and carry on the sufficient daily affairs information collection to it. Through the results of the investigation and research to make functional needs analysis, and in view of demand and Inner Mongolia tax management system deficiencies of the detailed analysis and design, and finally combined with the idea of centralized tax management, Set up a set of quick response centralized tax administration system. This paper also introduces the operating environment and assembly language involved in the development of the system. After analyzing and comparing, ORACLE is selected as the backstage database according to its own characteristics. And the open and cross-platform Java language is used to choose JSP(Java Server pages. Through the implementation of this system, it can be seen that this study has a very positive effect on the administration of local tax in Inner Mongolia. The centralized tax management system has adjusted and changed the original management model, which makes the work points no longer independent of each other, and organically combines the tax collection work of the tax offices and sub-bureaus. Unifies the information management of all departments, greatly facilitates the tax workers, but also makes the tax work clear, standardized and unified, obviously improves the efficiency of the tax authorities, and provides taxpayers with faster, more effective and high quality services.
