【摘要】：本文首先論證地方政府通過融資平臺(tái)變相過度舉債屬于財(cái)務(wù)異化行為,把Albrecht三角理論用于分析融資平臺(tái)快速發(fā)展。分析發(fā)現(xiàn):發(fā)展地方經(jīng)濟(jì)和城鎮(zhèn)化進(jìn)程加速是融資平臺(tái)發(fā)展的壓力,寬松的宏觀經(jīng)濟(jì)政策、預(yù)算軟約束、政府性基金監(jiān)管缺失、金融資本市場(chǎng)的管理低效率和舉債融資制度缺陷則為融資平臺(tái)發(fā)展提供了機(jī)會(huì),"事權(quán)"和"財(cái)權(quán)"不匹配為融資平臺(tái)過度舉債提供道義上的借口�？梢灶A(yù)見,只要融資平臺(tái)發(fā)展的壓力、機(jī)會(huì)和借口并存,短期應(yīng)對(duì)措施不可能抑制融資平臺(tái)快速發(fā)展。
[Abstract]:This paper first demonstrates that excessive borrowing by local governments in the form of financing platforms is financial alienation, and applies the Albrecht triangle theory to analyze the rapid development of financing platforms. It is found that the development of local economy and the acceleration of urbanization are the pressure of the development of financing platform, the loose macroeconomic policy, soft budget constraints, and the lack of government fund supervision. The inefficient management of the financial capital market and the defects of the financing system provide opportunities for the development of the financing platform. The mismatch of the "financial authority" and the "financial power" provides a moral excuse for the excessive borrowing of the financing platform. It can be predicted that as long as the pressure, opportunity and excuse of financing platform development coexist, short-term response measures can not restrain the rapid development of financing platform.
