【摘要】：本文在介紹政府采購(gòu)招投標(biāo)的相關(guān)理論的基礎(chǔ)上,針對(duì)政府采購(gòu)評(píng)標(biāo)過(guò)程中存在的問(wèn)題進(jìn)行深入研究,分析現(xiàn)有評(píng)標(biāo)體系的不足,并研究其改進(jìn)優(yōu)化方案。最終,從經(jīng)濟(jì)、技術(shù)以及社會(huì)評(píng)價(jià)方面改進(jìn)評(píng)價(jià)指標(biāo)體系,使得評(píng)標(biāo)結(jié)果更加科學(xué)合理,從而降低項(xiàng)目風(fēng)險(xiǎn)。本文運(yùn)用屬性層次模型法(AHM)確定指標(biāo)權(quán)重,有效地結(jié)合了定量與定性方法,對(duì)各權(quán)重進(jìn)行準(zhǔn)確分析評(píng)價(jià);并利用價(jià)值工程和成本效益方法聯(lián)合評(píng)標(biāo)模式,提高了評(píng)審的準(zhǔn)確性,減少人為因素的影響,最終確定理想的中標(biāo)人。本文利用成功度評(píng)價(jià)法進(jìn)行項(xiàng)目評(píng)標(biāo)后評(píng)價(jià),通過(guò)評(píng)標(biāo)后評(píng)價(jià)檢驗(yàn)項(xiàng)目招標(biāo)過(guò)程是否達(dá)到預(yù)期目標(biāo)和要求,對(duì)后期的招標(biāo)質(zhì)量的提升具有重要作用,從而完善和改進(jìn)了評(píng)標(biāo)管理體系。最后以具體的建筑施工評(píng)標(biāo)案例,對(duì)設(shè)計(jì)的評(píng)標(biāo)系統(tǒng)模型進(jìn)行檢驗(yàn),驗(yàn)證了評(píng)標(biāo)體制的科學(xué)性、有效性和適用性。本文的研究,對(duì)完善我國(guó)政府采購(gòu)招投標(biāo)的評(píng)標(biāo)方法具有一定的參考價(jià)值。
[Abstract]:On the basis of introducing the relevant theories of bidding for government procurement, this paper makes a thorough study on the problems existing in the process of bid evaluation in government procurement, analyzes the shortcomings of the existing bid evaluation system, and studies its improvement and optimization scheme. Finally, the evaluation index system is improved from the aspects of economy, technology and social evaluation, so that the evaluation results are more scientific and reasonable, thus reducing the project risk. In this paper, the attribute hierarchy Model (AHM) is used to determine the index weight, which effectively combines quantitative and qualitative methods to accurately analyze and evaluate the weights, and the evaluation accuracy is improved by using the joint bid evaluation model of value engineering and cost-benefit method. Reduce the impact of human factors, and finally determine the ideal winning bidder. This paper makes use of the method of degree of success to carry out the post-evaluation of project bid evaluation. Through the post-evaluation of bid evaluation, it tests whether the bidding process of the project has reached the expected objectives and requirements, which plays an important role in improving the quality of bidding in the later stage. In order to perfect and improve the bid evaluation management system. Finally, the model of the bid evaluation system is tested with a specific case of construction evaluation, which verifies the scientificalness, validity and applicability of the bid evaluation system. The research of this paper has certain reference value for perfecting the bidding evaluation method of government procurement in our country.
