【摘要】：正隨著互聯網的高速發(fā)展和運用,網上銀行支付方式被廣泛應用到政府非稅收入收繳工作中。非稅收入網上銀行收繳方式突破了執(zhí)收單位和繳款人面對面的繳款開票形式,執(zhí)收單位和繳款人在空間上不直接接觸,往往是先繳款再開票,甚至只繳款不開票。這樣做雖然方便、快捷,但使得用傳統紙制票據來統計和確認收入的"以票管收"的管理模式難以落實。尤其是在交通違章等可異地處理的業(yè)務中,由于繳款人地域和繳款時間的不確定性,產生了紙質票據傳
[Abstract]:With the rapid development and application of the Internet, online banking payment is widely used in the collection of non-tax revenue. Non-tax income online bank collection way has broken through the collection unit and the payer face to face payment to issue the bill form, the receiving unit and the paying person do not have direct contact in the space, often is first payment then the bill, even only pays does not issue the bill. Although this is convenient and fast, it is difficult to implement the management mode of "ticket management" which uses traditional paper instruments to calculate and confirm the income. Especially in the traffic violations and other operations that can be handled in other places, due to the uncertainty of the area of the payer and the time of payment, the paper bill is transmitted.
