【摘要】：營改增全面落地后,消費稅成為流轉(zhuǎn)稅體系中除增值稅之外的主體稅種,在稅制改革和理順中央與地方收入劃分中扮演著重要角色。本文從消費稅組織財政收入、調(diào)控經(jīng)濟及調(diào)節(jié)收入分配的職能出發(fā),討論了消費稅在稅制要素設(shè)計方面的優(yōu)化方案及改進建議,認為消費稅符合中央與地方共享稅的特征,在配合增值稅稅收中性特征的同時,可通過擴大稅基、動態(tài)調(diào)整稅目、調(diào)整稅率和征收環(huán)節(jié)、加強征管來推進改革并考慮與整個稅收體系的銜接。
[Abstract]:The consumption tax has become the main tax in the turnover tax system except VAT, which plays an important role in the tax system reform and straightening out the income division between the central and local governments. Based on the functions of consumption tax in organizing fiscal revenue, regulating economy and regulating income distribution, this paper discusses the optimization scheme and improvement proposals of consumption tax in the design of tax system elements, and considers that consumption tax accords with the characteristics of central and local shared tax. In line with the neutral characteristics of value-added tax, we can expand the tax base, dynamically adjust the tax items, adjust the tax rate and collection links, strengthen the tax collection and management to promote the reform and consider the link with the whole tax system.
