【摘要】：二戰(zhàn)后,政府技術(shù)采購作為歐美工業(yè)化國家用以提升產(chǎn)業(yè)技術(shù)創(chuàng)新能力、培育戰(zhàn)略新興產(chǎn)業(yè)和提高國家競爭力的創(chuàng)新政策及產(chǎn)業(yè)政策工具得到廣泛應(yīng)用和快速成功地發(fā)展。技術(shù)創(chuàng)新始終是增強國家競爭力和實現(xiàn)國民經(jīng)濟持續(xù)快速發(fā)展的源泉和根本動力。在經(jīng)濟全球化、世界一體化的大背景下,一個擁有自主知識產(chǎn)權(quán)和強大技術(shù)創(chuàng)新能力的國家往往擁有抗衡競爭激烈的國際市場的強大力量。技術(shù)創(chuàng)新能力薄弱的我國一直在競爭激烈的國際市場中處于不利位置,尤其,在近幾年,一些發(fā)達國家提高對我國技術(shù)出口壁壘設(shè)置和限制,更是加劇了這一現(xiàn)狀。而為了改變這種狀況,我國迫切需要以自主創(chuàng)新為中心形成一批擁有自主知識產(chǎn)權(quán)的富有競爭力的產(chǎn)品、技術(shù)及產(chǎn)業(yè),以此來提高國際創(chuàng)新能力、經(jīng)濟的國際競爭力和抗風險的能力。而美國、歐盟等國家的航空工業(yè)、半導體產(chǎn)業(yè)、計算機及通信等產(chǎn)業(yè)的形成、建立及其技術(shù)領(lǐng)先國際的根本原因,在很大程度上是依靠政府的技術(shù)采購給予了第一推動力。發(fā)達國家政府技術(shù)采購政策在這些產(chǎn)業(yè)內(nèi)的成功運作,給我國在通過政府技術(shù)采購目標產(chǎn)業(yè)選擇促進技術(shù)進步和增強國家競爭力方面帶來了極大的啟發(fā),并起到成功地示范作用。 本文主要針對政府技術(shù)采購目標產(chǎn)業(yè)選擇問題進行集中研究分析,介紹政府技術(shù)采購的基本概念和基本理論,通過對國外案例系統(tǒng)闡述和對比分析,總結(jié)和梳理出提升國家創(chuàng)新能力的政府技術(shù)采購實現(xiàn)機制的共性做法,以及論證目標產(chǎn)業(yè)選擇是政府技術(shù)采購政策實施的第一步及重要準備,產(chǎn)業(yè)選擇合理與否將直接關(guān)系到政府技術(shù)采購戰(zhàn)略的成敗。首先,界定政府技術(shù)采購基本概念和范疇,分析其產(chǎn)生原因、作用及模式等內(nèi)容。其次,通過對典型國家政府技術(shù)采購實現(xiàn)路徑、目標產(chǎn)業(yè)選擇及成功經(jīng)驗進行分析,明確政府技術(shù)采購目標產(chǎn)業(yè)選擇的重要性。再次,總結(jié)分析出促進企業(yè)原始創(chuàng)新能力,提高經(jīng)濟發(fā)展水平以及增強國家競爭力是政府技術(shù)采購的政策目標和作用根本體現(xiàn),明確政府技術(shù)采購目標產(chǎn)業(yè)屬于主導產(chǎn)業(yè)的選擇范疇。并運用主導產(chǎn)業(yè)選擇理論、評價體系及方法確定本文的實證對象、指標及分析模型,并進行實證分析。最后,對實證分析結(jié)果進行解釋,并得出相關(guān)研究結(jié)論及政策建議。
[Abstract]:After World War II, government technology procurement, as an innovative policy and industrial policy tool used by industrialized countries in Europe and America to promote industrial technological innovation ability, cultivate strategic emerging industries and improve national competitiveness, has been widely used and developed rapidly and successfully. Technological innovation is always the source and fundamental motive force to enhance national competitiveness and realize sustained and rapid development of national economy. Under the background of economic globalization and world integration, a country with independent intellectual property rights and strong technological innovation ability often has the powerful power to counteract the fierce competition in the international market. The weak ability of technological innovation in China has been in a disadvantage position in the competitive international market, especially, in recent years, some developed countries have raised the technology export barriers to China and restrictions, which has exacerbated this situation. In order to change this situation, China urgently needs to take independent innovation as the center to form a group of competitive products, technologies and industries with independent intellectual property rights, in order to improve the international innovation capability. The international competitiveness of the economy and its ability to resist risks. However, the formation and establishment of aviation industry, semiconductor industry, computer industry and communications industry in the United States, the European Union and other countries, and the fundamental reasons for their leading international technology, to a large extent, depend on the government technology procurement to give the first impetus. The successful operation of government technology procurement policy in these industries in developed countries has brought great inspiration to our country in promoting technological progress and enhancing national competitiveness through the choice of government technology procurement target industries. And play a successful role in demonstration. This paper focuses on the selection of target industries for government technology procurement, introduces the basic concepts and theories of government technology procurement, and through the systematic elaboration and comparative analysis of foreign cases, Summarizes and combs the common practice of the government technology procurement realization mechanism to enhance the national innovation ability, and demonstrates that the choice of target industry is the first step and important preparation for the implementation of government technology procurement policy. Whether the choice of industry is reasonable or not is directly related to the success or failure of government technology procurement strategy. First of all, define the basic concept and category of government technical procurement, analyze its cause, function and mode. Secondly, the importance of target industry selection in government technology procurement is clarified by analyzing the realization path, target industry selection and successful experience of government technology procurement in typical countries. Thirdly, it concludes that promoting the original innovation ability of enterprises, improving the level of economic development and strengthening the national competitiveness are the fundamental embodiment of the policy objectives and functions of government technology procurement. It is clear that the target industry of government technology procurement belongs to the choice category of leading industry. Using the theory of leading industry selection, evaluation system and method to determine the empirical object, indicators and analysis model, and carry out empirical analysis. Finally, the empirical analysis results are explained, and relevant research conclusions and policy recommendations are obtained.
