【摘要】：預算的銜接性是預算研究中的重要問題。本文首先對"四本預算"的目標、定位和范圍進行了梳理,分析了預算保持相互銜接的依據(jù),在此基礎(chǔ)上,以2015年中央財政預算報告為例,總結(jié)了現(xiàn)有政府預算體系下形成的五組銜接關(guān)系。目前在預算銜接性方面存在的問題包括:政府性基金預算與其他預算銜接不明,國有資本經(jīng)營收益多個"帳套"、預算支出重疊,社會保險基金預算公開不足。相應的改革思路在于進一步清理規(guī)范政府性基金,擴大國有資本經(jīng)營預算的范圍并重新界定其支出,推進社會保險基金預算的編制工作。
[Abstract]:Budget convergence is an important issue in budget research. In this paper, the objectives, orientation and scope of the "four budgets" are firstly combed, and the basis of the budget linkage is analyzed. On this basis, the report of the central budget for 2015 is taken as an example. Summarized the existing government budget system under the formation of five groups of connections. At present, the problems of budget convergence include: the government fund budget is unclear with other budgets, the operating income of state-owned capital has many "accounting sets", the budget expenditure is overlapping, and the social insurance fund budget is not public enough. The corresponding reform train of thought lies in further cleaning up and standardizing government funds, expanding the scope of state-owned capital management budget and redefining its expenditure, and promoting the compilation of social insurance fund budget.
