【摘要】：正天津市政府采購中心與時俱進(jìn),聯(lián)合天津市檔案局及第三方專業(yè)機(jī)構(gòu)以實(shí)踐需求為基礎(chǔ),以法律規(guī)定為依據(jù),以提質(zhì)增效為目標(biāo)的電子檔案課題立項(xiàng)攻關(guān),本文為課題研究成果的一部分,通過分析政府采購文件用電子檔案方式保存的內(nèi)在需求源動力和外在驅(qū)動力,研究了網(wǎng)絡(luò)環(huán)境中采購文件形成、歸檔、檔案管理的規(guī)律,為實(shí)現(xiàn)政府采購業(yè)務(wù)電子檔案的管理模式創(chuàng)新提供了具有操作性實(shí)踐方法。
[Abstract]:The procurement center of Tianjin municipal government has kept pace with the times, combined with Tianjin archives bureau and third party professional organizations, based on practical needs, based on legal provisions, and aimed at raising quality and increasing efficiency. In this paper, as part of the research results, through the analysis of the internal demand source and external driving force of government procurement documents saved by electronic archives, the paper studies the rules of procurement documents formation, archiving and file management in the network environment. It provides an operable practical method for the innovation of the management mode of electronic archives in government procurement business.
