【摘要】：自改革開放三十多年來,我國的經(jīng)濟(jì)發(fā)展越來越快,綜合國力不斷增強(qiáng),但是地區(qū)間的差距比較大,財(cái)力高的地區(qū)的人均財(cái)政收入是財(cái)力低的地區(qū)的幾十倍,地區(qū)間的經(jīng)濟(jì)發(fā)展差距使得提供的公共服務(wù)水平存在差異,不同地區(qū)的人民無法享受到大致相同的基本公共服務(wù),這不利于社會(huì)的和諧發(fā)展。十八屆三中全會(huì)提出推進(jìn)基本公共服務(wù)均等化的目標(biāo),縮小地區(qū)間的財(cái)力差距,促進(jìn)基本公共服務(wù)均等化是目前比較重要的任務(wù)。政府可以通過財(cái)政轉(zhuǎn)移支付調(diào)節(jié)地區(qū)間的財(cái)力分配,促進(jìn)區(qū)域間的財(cái)力均等化。我國在分稅制改革之后,中央集中了大量的收入,地方政府的收入減少,但是事權(quán)沒有相應(yīng)減少,地方政府尤其是縣級(jí)政府的財(cái)政比較困難,財(cái)政自給能力低,因此中央建立了對(duì)省的轉(zhuǎn)移支付制度,隨后各省先后參照中央的模式建立了省對(duì)下的轉(zhuǎn)移支付制度,財(cái)政轉(zhuǎn)移支付的規(guī)模不斷加大,財(cái)政轉(zhuǎn)移支付的結(jié)構(gòu)不斷優(yōu)化,那么隨著轉(zhuǎn)移支付的不斷完善,其有沒有發(fā)揮均等化效應(yīng),以及各類轉(zhuǎn)移支付的均等化效應(yīng)大小都是值得研究的問題。目前國內(nèi)學(xué)者主要研究中央對(duì)各省的轉(zhuǎn)移支付的均等化效應(yīng),對(duì)省以下的財(cái)政轉(zhuǎn)移支付的均等化效應(yīng)的研究相對(duì)較少,本文以安徽省為例研究省以下財(cái)政轉(zhuǎn)移支付的均等化效應(yīng),通過借鑒財(cái)政轉(zhuǎn)移支付均等化效果比較強(qiáng)的國家的成功經(jīng)驗(yàn),最后提出提高財(cái)政轉(zhuǎn)移支付均等化效應(yīng)的建議。本文共分為六個(gè)部分,第一部分介紹了本文的研究背景和意義、研究內(nèi)容、研究方法,歸納國內(nèi)外關(guān)于轉(zhuǎn)移支付的文獻(xiàn)以及文獻(xiàn)述評(píng),第二部分提出相關(guān)概念及理論基礎(chǔ),簡要闡述轉(zhuǎn)移支付制度的功能和分類。第三部分是安徽省縣級(jí)財(cái)力及轉(zhuǎn)移支付現(xiàn)狀,首先通過具體的財(cái)政收入與支出數(shù)據(jù)計(jì)算安徽省縣級(jí)政府財(cái)政自給能力系數(shù),分析縣級(jí)政府對(duì)財(cái)政轉(zhuǎn)移支付的依賴程度,可以看出,安徽省縣級(jí)政府財(cái)政自給能力差,比較依賴上級(jí)補(bǔ)助。通過比較各縣級(jí)政府的人均財(cái)力反映各縣級(jí)政府的財(cái)力差異,然后通過安徽省縣級(jí)政府轉(zhuǎn)移支付總量以及各分項(xiàng)財(cái)政轉(zhuǎn)移支付的規(guī)模和結(jié)構(gòu)分析轉(zhuǎn)移支付的現(xiàn)狀。第四部分分析安徽省縣級(jí)財(cái)政轉(zhuǎn)移支付的財(cái)力均等化效應(yīng),根據(jù)變異系數(shù)、基尼系數(shù)兩項(xiàng)指標(biāo)測算總的轉(zhuǎn)移支付以及各分項(xiàng)轉(zhuǎn)移支付的均等化效應(yīng)。第五部分借鑒財(cái)政轉(zhuǎn)移支付均等化效果比較強(qiáng)的國家的成功經(jīng)驗(yàn)。第六部分根據(jù)安徽省省對(duì)下轉(zhuǎn)移支付的實(shí)際情況,針對(duì)性的提出促進(jìn)省以下財(cái)政轉(zhuǎn)移支付財(cái)力均等化的建議。
[Abstract]:Since more than 30 years of reform and opening up, China's economy has developed more and more rapidly, and its comprehensive national strength has been continuously strengthened. However, the gap between regions is relatively large, and the per capita financial income of areas with high financial resources is tens of times that of areas with low financial resources.The difference of economic development between regions makes the level of public service different, and the people in different regions can not enjoy the same basic public services, which is not conducive to the harmonious development of society.The third Plenary session of the 18th CPC Central Committee put forward the goal of promoting equalization of basic public services, narrowing the financial gap among regions, and promoting equalization of basic public services is a relatively important task at present.The government can regulate the distribution of financial resources among regions through fiscal transfer payments and promote the equalization of financial resources among regions.After the reform of the tax distribution system, the central government concentrated a large amount of revenue and the income of the local government decreased, but the administrative power did not decrease correspondingly. The local governments, especially the county-level governments, had a relatively difficult financial situation, and their ability to provide for themselves was low.Therefore, the central government has established the transfer payment system to the province, and then the provinces have successively established the provincial to lower transfer payment system according to the central model. The scale of the financial transfer payment has been increasing, and the structure of the financial transfer payment has been continuously optimized.With the continuous improvement of transfer payment, it is worth studying whether it exerts the equalization effect or not, as well as the magnitude of the equalization effect of all kinds of transfer payment.At present, domestic scholars mainly study the equalization effect of the central government transfer payment to the provinces, while the research on the equalization effect of the financial transfer payment below the provincial level is relatively few.This paper takes Anhui Province as an example to study the equalization effect of fiscal transfer payment below provincial level. By learning from the successful experience of countries with strong fiscal transfer payment equalization effect, this paper puts forward some suggestions to improve the equalization effect of fiscal transfer payment.This paper is divided into six parts. The first part introduces the research background and significance, research content, research methods, the literature and literature review on transfer payment at home and abroad. The second part puts forward the related concepts and theoretical basis.This paper briefly expounds the function and classification of the transfer payment system.The third part is the current situation of financial resources and transfer payment at the county level in Anhui Province. Firstly, the paper calculates the self-sufficiency coefficient of the county government's financial self-sufficiency through the specific financial revenue and expenditure data, and analyzes the degree of dependence of the county government on the financial transfer payment.As can be seen, Anhui county-level government financial self-sufficiency poor, more dependent on superior subsidies.By comparing the per capita financial resources of the county-level governments to reflect the financial differences of the county-level governments, the paper analyzes the current situation of the transfer payments through the total amount of the transfer payments of the county-level governments in Anhui Province and the scale and structure of the sub-financial transfer payments.The fourth part analyzes the financial equalization effect of financial transfer payment at the county level in Anhui Province. According to the coefficient of variation and Gini coefficient, the total transfer payment and the equalization effect of each sub-item transfer payment are calculated.The fifth part draws lessons from the successful experience of countries with strong equalization effect of fiscal transfer payment.In the sixth part, according to the actual situation of provincial transfer payment in Anhui province, the author puts forward some suggestions to promote the equalization of financial resources under provincial financial transfer payment.
