【摘要】：從財政科技投入總量、財政科技投入創(chuàng)新主體結(jié)構(gòu)和財政科技投入創(chuàng)新領(lǐng)域結(jié)構(gòu)等方面分析我國財政科技投入的結(jié)構(gòu)性特征。從激勵功能和抑制功能兩個方面分析了現(xiàn)行政府財政支持結(jié)構(gòu)對科技創(chuàng)新績效的影響。結(jié)合創(chuàng)新能力建設(shè)的要求和財政科技投入的結(jié)構(gòu)特征,應(yīng)提高財政科技對基礎(chǔ)研究的支持強度,強化財政科技對企業(yè)創(chuàng)新的支持強度,提高財政支出對協(xié)同創(chuàng)新的支持強度,建立市場消費導(dǎo)向的財政支出支持機制,通過引導(dǎo)基金形式實現(xiàn)財政資金杠桿效應(yīng)。
[Abstract]:This paper analyzes the structural characteristics of China's financial investment in science and technology from the aspects of the total amount of financial investment in science and technology, the main structure of innovation of financial science and technology input and the structure of innovation field of financial science and technology investment.This paper analyzes the influence of the current government financial support structure on the performance of scientific and technological innovation from the two aspects of incentive function and inhibition function.According to the requirements of the construction of innovation capacity and the structural characteristics of the financial investment in science and technology, we should increase the support intensity of the financial science and technology to the basic research, strengthen the support intensity of the financial science and technology to the enterprise innovation, and increase the support intensity of the fiscal expenditure to the cooperative innovation.To establish a market-oriented financial expenditure support mechanism, through guiding the form of funds to achieve the financial leverage effect.
