【摘要】：我國政府購買公共服務(wù)是在借鑒國外經(jīng)驗的基礎(chǔ)上發(fā)展壯大起來的。經(jīng)過二十多年的試點探索,目前已在全國范圍內(nèi)廣泛展開。不可否認,這一制度已經(jīng)成為各地建設(shè)服務(wù)型政府的重要舉措。政府購買公共服務(wù)是政府與社會組織、公眾共同合作努力的結(jié)果,其三方既是"合作伙伴",也是利益相關(guān)者和利益博弈者。在利益的博弈過程中,既實現(xiàn)了各自的目標和價值,也促進了政府購買公共服務(wù)工作的不斷改進,但同時也導(dǎo)致了各種風(fēng)險的形成。防范和化解這些風(fēng)險,一要靠政府提高服務(wù)外包能力和建立各項保障措施;二要靠壯大社會組織的力量和增強其供給服務(wù)的能力;三要靠廣大公眾的積極配合和監(jiān)督;四要靠完善相關(guān)的法律法規(guī),以保障政府購買公共服務(wù)有序推進,有法可循。
[Abstract]:The government of our country buys the public service on the basis of drawing lessons from foreign experience.After more than 20 years of pilot exploration, has been widely carried out throughout the country.Undeniably, this system has become a service-oriented government around the important measures.Government purchase of public services is the result of the joint efforts of the government and social organizations and the public. The three parties are not only "partners", but also stakeholders and stakeholders.In the process of interest game, it not only achieves the respective goals and values, but also promotes the continuous improvement of government purchase of public services, but also leads to the formation of various risks.To prevent and resolve these risks, it is necessary to improve the ability of the government to outsource services and to establish various safeguard measures; second, to strengthen the strength of social organizations and enhance their ability to supply services; third, to rely on the active cooperation and supervision of the general public;Fourth, to improve the relevant laws and regulations to ensure that government purchase of public services to promote orderly, there are laws to follow.
