【摘要】：財政功能的演進與深化是一個動態(tài)歷史過程。本文遵循邏輯演進的研究方法,按照"人的需要——社會分工——政府——財政——財政功能"的分析路徑,揭示了以人的需要為出發(fā)點,以社會分工為軸線的財政功能演進與深化的邏輯,認為財政是以人的需要為原動力,推動社會分工的深化,促進政府內部分工的必然結果。人的需要的時代變遷促進社會分工不斷深化,決定了財政功能的歷史邏輯與時代定位,在此基礎上本文系統(tǒng)歸集了現代財政理財限政、公平分配、資源配置功能的邏輯與內涵。從財政最基本屬性出發(fā)的研究具有探索學科創(chuàng)新和重構的重要意義。
[Abstract]:The evolution and deepening of financial function is a dynamic historical process.This paper follows the research method of logical evolution, according to the analysis path of "human needs-social division of labor-government-finance-finance function", and reveals that the starting point is human needs.The logic of the evolvement and deepening of the fiscal function with the social division as the axis holds that finance is the inevitable result of promoting the deepening of the social division of labor and promoting the division of labor within the government by taking the human needs as the motive force.The change of human needs promotes the deepening of social division of labor, which determines the historical logic of financial function and the orientation of the times. On this basis, this paper systematically gathers the logic and connotation of the functions of modern financial management restriction, fair distribution and resource allocation.It is of great significance to explore the innovation and reconstruction of discipline from the basic property of finance.
