【摘要】：“三農(nóng)”問題是我國政府長期關(guān)注的一個重大問題。近年來,各級政府財政資金不斷加大對“三農(nóng)”工作的投入力度,全國各地的農(nóng)業(yè)和農(nóng)村工作取得了長足的發(fā)展,極大地促進了農(nóng)村的穩(wěn)定和繁榮,但是我們在使用支農(nóng)資金的同時,還存在著使用效率不高、監(jiān)督管理不嚴(yán)等問題。因此,如何管好、用好財政支農(nóng)資金,如何使有限的財政資源效益最大化,是所有實踐家和學(xué)者們需要深思的問題。本文對財政支出績效評價的相關(guān)理論進行了解釋和闡述,選取了全國農(nóng)業(yè)和農(nóng)村工作較發(fā)達的地區(qū)廣州市作為研究對象,從總量和結(jié)構(gòu)方面具體分析廣州市財政支農(nóng)資金的現(xiàn)狀,探討財政支農(nóng)資金對廣州市農(nóng)業(yè)和農(nóng)村社會經(jīng)濟發(fā)展的作用,剖析廣州市財政支農(nóng)資金管理工作中存在的問題,對廣州市財政支農(nóng)資金進行了總體績效評價與個案分析,從財政支農(nóng)資金績效評價的效用性、客觀性、時效性和科學(xué)性四個方面提出了解決方案,并提出了建立科學(xué)的財政支農(nóng)投入的統(tǒng)計方法、改革和創(chuàng)新財政支農(nóng)資金的使用辦法、加快推進財政支農(nóng)資金整合的試點工作、開展財政支農(nóng)資金使用效果的績效評價等方面的對策建議,進一步總結(jié)研究結(jié)論,完善與推廣財政支農(nóng)資金績效考核制度,供同行參考。
[Abstract]:The issue of agriculture, rural areas and farmers is a major issue that our government has been concerned about for a long time.In recent years, the financial funds of governments at all levels have continuously increased their investment in the work of agriculture, rural areas and farmers, and the agricultural and rural work in various parts of the country has made considerable progress, which has greatly promoted the stability and prosperity of the rural areas.However, we use agricultural funds, but there are also problems such as inefficient use, lax supervision and management, and so on.Therefore, how to manage well, how to make good use of financial funds to support agriculture, how to maximize the benefit of limited financial resources is a problem that all practitioners and scholars should ponder over.This paper explains and expounds the relevant theories of performance evaluation of fiscal expenditure, and selects Guangzhou, a region with more developed agriculture and rural work, as the research object.From the aspect of total amount and structure, this paper analyzes the present situation of financial support fund for agriculture in Guangzhou, probes into the function of financial fund for supporting agriculture and the development of social economy in rural area of Guangzhou, and analyzes the problems existing in the management of financial support fund for agriculture in Guangzhou.In this paper, the overall performance evaluation and case analysis of the financial support fund for agriculture in Guangzhou are carried out, and the solutions are put forward from four aspects: the utility, objectivity, timeliness and scientific nature of the performance evaluation of the financial support fund for agriculture.It also puts forward the statistical methods of establishing scientific financial support for agriculture, reforming and innovating the methods of using financial support for agriculture, and speeding up the pilot work of promoting the integration of financial support for agriculture.The countermeasures and suggestions on the performance evaluation of the use effect of the financial support fund for agriculture are put forward, and the conclusions of the research are summarized further, and the performance appraisal system of the financial support fund for agriculture is perfected and popularized for the reference of the peers.
