吉林省生態(tài)縣基本公共服務均等化的財政政策研究

【摘要】:加快推進基本公共服務均等化是保障和改善民生,構建社會主義和諧社會的基本路徑,同樣也是縮小地區(qū)間差距,推動區(qū)域間和諧發(fā)展的主要力量。在近年來經濟社會的繁榮發(fā)展中,我國在文化、教育、衛(wèi)生、社會保障等方面的基本公共服務數量水平和質量水準上均得到了很大提高,并且取得了有目共睹的明顯效果。然而,經濟的迅猛發(fā)展卻使基本公共服務的供需關系處于嚴重失衡狀態(tài),基本公共服務不均等化的社會矛盾日益凸顯。 我國十屆人大四次會議通過的“十一五”規(guī)劃綱要中提出了“全國主體功能區(qū)”的新概念,,新國土劃分將我國分為優(yōu)化開發(fā)、重點開發(fā)、限制開發(fā)和禁止開發(fā)四個區(qū)域,吉林省根據全國主體功能區(qū)的劃分將我省分為重點開發(fā)、限制開發(fā)和禁止開發(fā)三類區(qū)域,將限制開發(fā)區(qū)域和禁止開發(fā)區(qū)域界定為我省的生態(tài)縣。由于生態(tài)縣要將關注重點放在承擔生態(tài)功能職責上,導致其經濟開發(fā)活動會有一定局限性,從而致使生態(tài)縣提供基本公共服務的財政支出實力會有所下降,使得縣域財政支出規(guī)模不能滿足人們對基本公共服務的需求,嚴重損害了公民的民生保障,阻礙了縣域經濟的協(xié)調發(fā)展。 本文在對吉林省生態(tài)縣基本公共服務均等化的現狀和可能存在的問題進行初步了解的基礎上,運用綜合評價方法對吉林省生態(tài)縣基本公共服務差異化的程度進行了實證分析,并與吉林省和吉林省開發(fā)市縣基本公共服務均等化水平進行對比,用以了解生態(tài)縣與省及開發(fā)市縣的差距。在促進基本公共服務均等化的理論基礎和國內外經驗借鑒的基礎上,結合吉林省省情以及吉林省生態(tài)縣在促進基本公共服務均等化上存在的問題,對吉林省政府該如何推進生態(tài)縣基本公共服務均等化提出了財政政策建議。通過不斷健全和完善公共財政制度,構建覆蓋城鄉(xiāng)、可持續(xù)的基本公共服務體系,促進社會經濟協(xié)調長遠發(fā)展。
[Abstract]:Speeding up the equalization of basic public services is the basic way to ensure and improve the people's livelihood and build a harmonious socialist society. It is also the main force to narrow the gap between regions and promote the harmonious development among regions.In recent years, in the economic and social prosperity and development, our country in culture, education, health, social security and other aspects of the basic public service quantity and quality level has been greatly improved, and has achieved obvious results.However, with the rapid development of economy, the relationship between supply and demand of basic public services is seriously out of balance, and the social contradictions of unequal basic public services become increasingly prominent.In the outline of the Eleventh Five-Year Plan adopted by the fourth session of the Tenth National people's Congress, the new concept of "national main function area" has been put forward. The new land division divides our country into four regions: optimized development, key development, restricted development and prohibition of development.Jilin Province is divided into three regions according to the division of the main function areas of the country: the key development, the restricted development and the forbidden development, and the restricted development area and the forbidden development area are defined as the ecological counties of our province.Because ecological counties should focus on the responsibility of ecological functions, the economic development activities of ecological counties will have certain limitations, which will lead to a decline in the financial expenditure strength of ecological counties in providing basic public services.The scale of county fiscal expenditure can not meet the needs of people for basic public services, which seriously damages the livelihood of citizens and hinders the coordinated development of county economy.Based on a preliminary understanding of the status quo and possible problems of the equalization of basic public services in ecological counties of Jilin Province, this paper makes an empirical analysis of the degree of differentiation of basic public services in ecological counties of Jilin Province by using the comprehensive evaluation method.Compared with the average level of basic public service in Jilin Province and Jilin Province, we can understand the gap between the ecological county and the province and the development city and county.Based on the theoretical basis of promoting the equalization of basic public services and the experience at home and abroad, the problems existing in promoting the equalization of basic public services in Jilin Province and the ecological counties of Jilin Province are considered.This paper puts forward fiscal policy suggestions on how to promote the equalization of basic public services in ecological counties by Jilin provincial government.By constantly perfecting and perfecting the public finance system, the basic public service system covering urban and rural areas can be constructed to promote the coordinated and long-term development of social economy.
