【摘要】：隨著計算機(jī)技術(shù)的發(fā)展,稅務(wù)征管信息化已成為不可逆轉(zhuǎn)的國際趨勢,目前大多數(shù)稅務(wù)機(jī)關(guān)已經(jīng)基本實現(xiàn)了業(yè)務(wù)征管網(wǎng)絡(luò)化、數(shù)字化的目標(biāo),相對提高了管理工作的效率,但是由于稅務(wù)信息化建設(shè)時間不長,業(yè)務(wù)系統(tǒng)不成熟,主要表現(xiàn)在當(dāng)前稅務(wù)征管信息系統(tǒng)積累了大量數(shù)據(jù),但對數(shù)據(jù)處理能力較低,難以向各級領(lǐng)導(dǎo)提供形象、直觀地充分展示已做的各項工作,難以為領(lǐng)導(dǎo)指導(dǎo)稅務(wù)工作提供有效的決策支持,難以為征管、稽查人員提供簡單、友好、易用、功能強(qiáng)大的操作界面,為了提高工作效率,進(jìn)一步適應(yīng)稅務(wù)工作的發(fā)展和稅源管理的需要,設(shè)計并實現(xiàn)了基于WebGIS的稅務(wù)管理系統(tǒng)。針對上述的問題,本文將地理信息系統(tǒng)技術(shù)應(yīng)用到稅務(wù)征管系統(tǒng)中,將地理信息數(shù)據(jù)集成到稅務(wù)管理系統(tǒng)中,為稅務(wù)征管提供友好界面,為稅務(wù)工作人員提供與地圖區(qū)域相關(guān)的稅務(wù)統(tǒng)計分析功能,充分發(fā)揮了信息對決策的支持功能,實現(xiàn)數(shù)據(jù)可視化,提高了稅務(wù)征管的直觀性,可視性。將地理信息系統(tǒng)的可視化、具體化等特點(diǎn)與稅務(wù)征管的業(yè)務(wù)信息量大特點(diǎn)相結(jié)合,使得稅務(wù)信息的可視化更強(qiáng),稅務(wù)征管人員對稅務(wù)信息的管理更加方便。論文在對地理信息系統(tǒng)的特點(diǎn)、用途、發(fā)展趨勢的分析基礎(chǔ)上,采用B/S體系結(jié)構(gòu)設(shè)計并開發(fā)基于WebGIS的稅務(wù)管理系統(tǒng);以O(shè)racle為系統(tǒng)數(shù)據(jù)庫,開發(fā)平臺采用常用的Eclipse開發(fā)平臺,并運(yùn)用Struts、Hibernate、Spring等框架進(jìn)行系統(tǒng)搭建,最終實現(xiàn)身份驗證、納稅申報、網(wǎng)上繳稅以及地圖模塊等功能,其中地圖模塊利用MapXtreme for Java組件實現(xiàn)地圖顯示功能;最后論文對基于WebGIS的稅務(wù)管理系統(tǒng)的研究工作進(jìn)行了總結(jié),可以確定WebGIS引入到稅務(wù)管理系統(tǒng)能夠提高稅務(wù)工作的效率。
[Abstract]:With the development of computer technology, the informationization of tax collection and management has become an irreversible international trend. At present, most tax authorities have basically realized the goal of networking and digitization of business collection and management, which has relatively improved the efficiency of management.However, due to the short construction time of tax information system and the immature business system, it is mainly manifested in the accumulation of a large amount of data in the current tax collection and management information system, but its ability to deal with the data is relatively low, so it is difficult to provide the image to the leaders at all levels.It is difficult to provide effective decision support for leading and guiding tax work, to provide simple, friendly, easy to use and powerful operation interface for tax collection and management personnel, to improve work efficiency, and to provide a simple, friendly, easy-to-use and powerful operating interface.According to the development of tax work and the need of tax source management, a tax management system based on WebGIS is designed and implemented.In view of the above problems, this paper applies the GIS technology to the tax collection and management system, integrates the geographic information data into the tax administration system, and provides a friendly interface for the tax collection and management.This paper provides tax staff with the function of tax statistics and analysis related to the map area, gives full play to the support function of information to decision-making, realizes the visualization of data, and improves the visualization and visibility of tax collection and administration.By combining the visualization and concretization of GIS with the large amount of business information in tax collection and management, the visualization of tax information is stronger and the management of tax information by tax collectors is more convenient.Based on the analysis of the characteristics, application and development trend of GIS, the paper designs and develops the tax administration system based on WebGIS by using the B / S architecture, taking Oracle as the system database and using the commonly used Eclipse development platform as the development platform.Finally, the functions of authentication, tax declaration, online tax payment and map module are realized. The map module uses MapXtreme for Java component to realize map display function.Finally, the paper summarizes the research work of the tax administration system based on WebGIS, and it can be concluded that the introduction of WebGIS into the tax management system can improve the efficiency of tax work.
