【摘要】：正財(cái)政專項(xiàng)資金因素分配法相關(guān)背景1.財(cái)政專項(xiàng)資金因素分配近年來,各級(jí)財(cái)政資金的專項(xiàng)轉(zhuǎn)移支付在使用和管理上產(chǎn)生了不少問題。地方財(cái)政為了向上級(jí)財(cái)政爭(zhēng)取資金按照立項(xiàng)要求而不是實(shí)際需求編寫規(guī)劃,專項(xiàng)資金下達(dá)后用途一般范圍很窄難以調(diào)整使用,對(duì)于財(cái)力不足的地區(qū)是極大的限制。因此,中央到地方財(cái)政開始嘗試將財(cái)政資金整合歸并按地區(qū)資源稟賦等
