【摘要】：隨著近年禽畜疫情的密集爆發(fā)和食品安全事件的頻頻曝光,動(dòng)物保健問(wèn)題受到了養(yǎng)殖業(yè)和社會(huì)的普遍關(guān)注。禽畜養(yǎng)殖規(guī)模化和集約化使疫病的傳染速度和影響范圍大大提高,而如高致病性禽流感等人畜共患病則對(duì)人類健康造成了巨大威脅,因此,完善動(dòng)物保健體系成為各界共識(shí),相關(guān)行業(yè)在近些年發(fā)展也極為迅速。然而,一方面動(dòng)物保健體系具有明顯的公共品性質(zhì),導(dǎo)致了市場(chǎng)失靈的出現(xiàn),另一方面我國(guó)的動(dòng)物保健體系建設(shè)起步較晚,在其發(fā)展中還存在著許多的問(wèn)題,因此,盡快完善相關(guān)財(cái)政政策,是促進(jìn)我國(guó)動(dòng)物保健體系健康發(fā)展的必然要求。本文基于此,通過(guò)分析我國(guó)動(dòng)物保健體系現(xiàn)行財(cái)政政策的不足,再借鑒國(guó)際經(jīng)驗(yàn),提出了適合我國(guó)國(guó)情的促進(jìn)動(dòng)物保健體系發(fā)展的財(cái)政政策建議。 本文采用理論分析與對(duì)比分析相結(jié)合的方式進(jìn)行研究。首先梳理了財(cái)政促進(jìn)我國(guó)動(dòng)物保健體系發(fā)展的歷史沿革,然后分析現(xiàn)行財(cái)政政策的不足之處；隨后介紹了國(guó)際上促進(jìn)動(dòng)物保健體系發(fā)展的籌資模式；最后,結(jié)合我國(guó)動(dòng)物保健體系財(cái)政政策存在的問(wèn)題并借鑒國(guó)外經(jīng)驗(yàn),提出了促進(jìn)我國(guó)動(dòng)物保健體系發(fā)展的財(cái)政政策建議：第一,明確政府職能和財(cái)政支出范圍,保留和擴(kuò)大具有公共屬性的支出,調(diào)整具有混合屬性的支出,取消非公共性支出；第二,完善政府采購(gòu)政策,提高資金使用效率；第三,完善政府補(bǔ)貼制度,切實(shí)保護(hù)養(yǎng)殖戶基本利益；第四,加大對(duì)配套設(shè)施和配套體系的財(cái)政支持力度；第五,完善政策性保險(xiǎn)政策,提高養(yǎng)殖戶抵抗風(fēng)險(xiǎn)能力；第六,提高業(yè)務(wù)資格準(zhǔn)入,加大培訓(xùn)力度,提高基層隊(duì)伍整體素質(zhì)。
[Abstract]:With the intensive outbreaks of livestock outbreaks and the frequent exposure of food safety incidents in recent years, animal health problems have received widespread concern in the breeding industry and society.The scale and intensification of livestock breeding have greatly increased the speed of infection and the scope of infection, while zoonosis such as highly pathogenic avian influenza has posed a great threat to human health. Therefore, the improvement of animal health care system has become a consensus among all circles.Related industries have also developed rapidly in recent years.However, on the one hand, the animal health care system has obvious public goods, which leads to the emergence of market failure. On the other hand, the construction of animal health care system in China started relatively late, and there are still many problems in its development.Perfecting the relevant financial policy as soon as possible is the inevitable requirement to promote the healthy development of animal health care system in China.Based on this, this paper analyzes the deficiency of the current fiscal policy of animal health care system in China, and then draws lessons from international experience and puts forward some suggestions for promoting the development of animal health care system in China.In this paper, the combination of theoretical analysis and comparative analysis is used to study.First of all, it combs the history of fiscal promoting the development of animal health care system in China, then analyzes the deficiencies of the current fiscal policy; then introduces the international financing model to promote the development of animal health care system; finally,Combined with the problems existing in the fiscal policy of the animal health care system in China and drawing on the experience of foreign countries, this paper puts forward some suggestions for promoting the development of the animal health care system in China. Firstly, the functions of the government and the scope of the financial expenditure are defined.Keep and expand the expenditure with public attributes, adjust the expenditure with mixed attributes, cancel the non-public expenditure; second, improve the government procurement policy, improve the efficiency of the use of funds; third, improve the system of government subsidies,To protect the basic interests of farmers; fourth, to increase financial support for supporting facilities and supporting systems; fifth, to improve policy insurance policies to enhance farmers' ability to resist risks; sixth, to improve access to business qualifications,Increase the strength of training, improve the overall quality of grass-roots teams.
