【摘要】：為應(yīng)對金融危機(jī)的沖擊,世界主要經(jīng)濟(jì)體都采取了擴(kuò)張性財政政策,導(dǎo)致政府債務(wù)水平高企,財政風(fēng)險積聚。財政風(fēng)險作為經(jīng)濟(jì)運(yùn)行新的不確定性因素,成為公共風(fēng)險的重要來源。由各種內(nèi)外部因素導(dǎo)致的公共風(fēng)險迭代變化是傳統(tǒng)財政政策效應(yīng)遞減的主要因素。在財政擴(kuò)張不可持續(xù)、政府應(yīng)對公共風(fēng)險責(zé)任日趨增加的條件下,財政政策應(yīng)當(dāng)在公共風(fēng)險與財政風(fēng)險之間作出權(quán)衡,在控制財政支出擴(kuò)張的基礎(chǔ)上有效應(yīng)對公共風(fēng)險。這就要求財政政策從調(diào)節(jié)總量向調(diào)節(jié)結(jié)構(gòu)、調(diào)節(jié)利益轉(zhuǎn)變,從傳統(tǒng)財政政策的"沖擊-支出-乘數(shù)-總量"轉(zhuǎn)向"行為-風(fēng)險-治理"的新邏輯。
[Abstract]:In response to the impact of the financial crisis, the world's major economies have adopted expansionary fiscal policies, resulting in high levels of government debt and fiscal risk accumulation.As a new uncertain factor in economic operation, financial risk has become an important source of public risk.The iterative change of public risk caused by various internal and external factors is the main factor of decreasing the effect of traditional fiscal policy.Under the condition that fiscal expansion is not sustainable and the government's responsibility to deal with public risks is increasing day by day, fiscal policies should balance public risks with fiscal risks, and effectively deal with public risks on the basis of controlling the expansion of fiscal expenditure.This requires the fiscal policy to change from adjusting total amount to adjusting structure, adjusting benefits, and changing the traditional fiscal policy from "shock-Expenditure-multiplier-Total" to "Behavior-Risk-Governance" new logic.
