【摘要】：十八大報(bào)告中把加快城鎮(zhèn)化進(jìn)程提升為國(guó)家發(fā)展戰(zhàn)略，十八屆三中全會(huì)《決定》則明確提出了“健全城鄉(xiāng)一體化體制機(jī)制”的四大要件——“加快構(gòu)建新型農(nóng)業(yè)經(jīng)營(yíng)體制”、“賦予農(nóng)民更多財(cái)產(chǎn)權(quán)利”、“推進(jìn)城鄉(xiāng)要素平等交換和公共資源均衡配置”、“完善城鎮(zhèn)化健康發(fā)展體制機(jī)制”，這表明我國(guó)城鎮(zhèn)化建設(shè)已經(jīng)進(jìn)入了快車道。在我國(guó)特色社會(huì)主義建設(shè)過(guò)程中扮演著重要角色，同時(shí)也說(shuō)明我國(guó)的城鎮(zhèn)化水平還處在相對(duì)較低的水平，需要不斷發(fā)展提高。作為京津冀協(xié)同發(fā)展中的重要一極，在我國(guó)是農(nóng)業(yè)大省、人口大省，更是經(jīng)濟(jì)大省，河北省的城鎮(zhèn)化水平可以說(shuō)對(duì)于國(guó)家的經(jīng)濟(jì)發(fā)展和建設(shè)起著舉足輕重的作用,但是我省在城鎮(zhèn)化推進(jìn)過(guò)程中存在很多財(cái)政政策不完善的地方。因此，在這樣的背景下，對(duì)河北省小城鎮(zhèn)財(cái)政運(yùn)行現(xiàn)狀與完善對(duì)策研究具有一定的理論意義和實(shí)踐意義。本文以推進(jìn)河北省城鎮(zhèn)化為目的，從河北省小城鎮(zhèn)財(cái)政運(yùn)行現(xiàn)狀分析入手，，提出問(wèn)題，提出建議。 對(duì)河北省的小城鎮(zhèn)而言，建立健全符合各地發(fā)展的財(cái)政體制尤為關(guān)鍵，而財(cái)政體制的建設(shè)原則是增強(qiáng)小城鎮(zhèn)的財(cái)政自主權(quán)，增強(qiáng)小城鎮(zhèn)經(jīng)濟(jì)發(fā)展的內(nèi)生動(dòng)力。就本文而言，建議在原有小城鎮(zhèn)財(cái)政體制的基礎(chǔ)上，優(yōu)化財(cái)政收支結(jié)構(gòu)，建立小城鎮(zhèn)一級(jí)國(guó)庫(kù)，建立事權(quán)與財(cái)權(quán)相統(tǒng)一的小城鎮(zhèn)獨(dú)立財(cái)政管理體制，推行“擴(kuò)權(quán)強(qiáng)鎮(zhèn)”的改革理念，城鎮(zhèn)強(qiáng)盛，經(jīng)濟(jì)才能強(qiáng)盛，只有把小城鎮(zhèn)打造成“麻雀雖小五臟俱全”多功能的中心城市，才能使小城鎮(zhèn)建設(shè)發(fā)展的更快、使縣域經(jīng)濟(jì)發(fā)展更快、使城鎮(zhèn)化道路走得更遠(yuǎn)。
[Abstract]:In the report of the 18th National Congress of the Communist Party of China, speeding up the urbanization process was promoted as a national development strategy. The third Plenary session of the 18th CPC Central Committee [the] third Plenary session of the 18th CPC Central Committee [the third Plenary session] clearly put forward four important elements of "perfecting the system mechanism of urban and rural integration"-"speeding up the construction of a"giving farmers more property rights", "promoting the equal exchange of urban and rural elements and balanced allocation of public resources" and "perfecting the institutional mechanism for the healthy development of urbanization" indicate that China's urbanization construction has entered a fast track.It plays an important role in the process of building socialism with Chinese characteristics, and it also shows that the level of urbanization in our country is still in a relatively low level and needs to be continuously developed and improved.As an important pole in the coordinated development of Beijing-Tianjin-Hebei, in China, it is a big agricultural province, a large population province and a large economic province. The level of urbanization in Hebei Province can be said to play an important role in the economic development and construction of the country.However, there are many imperfect fiscal policies in the process of urbanization in our province.Therefore, under this background, it has certain theoretical and practical significance to study the present situation of financial operation of small towns in Hebei Province and to improve the countermeasures.In order to promote the urbanization of Hebei Province, this paper starts with the analysis of the present situation of the financial operation of small towns in Hebei Province, and puts forward some problems and suggestions.For the small towns in Hebei province, it is very important to establish and perfect the financial system which is in line with the development of various places, and the principle of the financial system construction is to strengthen the financial autonomy of the small towns and to strengthen the endogenous motive force for the economic development of the small towns.On the basis of the original financial system of small towns, it is suggested to optimize the structure of fiscal revenue and expenditure, to establish a national treasury of small towns and to establish an independent financial management system of small towns with the unity of administrative power and financial power.To carry out the reform idea of "expanding power and strengthening town", the town is strong and the economy is strong. Only by building a small town into a multi-functional central city with "small sparrows having all the five viscera", can small towns be built and developed more quickly.Make county economy develop faster, make the road of urbanization go further.
