文獻名稱：我國鄉(xiāng)鎮(zhèn)財政體制重構(gòu)研究

    前言：鄉(xiāng)鎮(zhèn)財政的運行狀況如何，既制約著鄉(xiāng)鎮(zhèn)政權(quán)職能的履行，又影響著上級財政甚至中央財政的良性運行。因此，舍去對中國鄉(xiāng)鎮(zhèn)財政的研究，，任何對中國農(nóng)村、農(nóng)民、農(nóng)業(yè)問題的研究，都是不全面的。我國鄉(xiāng)鎮(zhèn)財政從20世紀90年代開始逐步陷入困境之中。導致鄉(xiāng)鎮(zhèn)財政陷入困境的根源在于鄉(xiāng)鎮(zhèn)財政體制建設(shè)滯后，因而解決問題的根本之策在于制度創(chuàng)新。本文從我國鄉(xiāng)鎮(zhèn)財政發(fā)展的現(xiàn)狀出發(fā)，以市場經(jīng)濟條件下公共財政理論為基礎(chǔ)，在借鑒國外地方財政理論與實踐經(jīng)驗的基礎(chǔ)上，首先對鄉(xiāng)鎮(zhèn)政府的職能進行界定，這是研究鄉(xiāng)鎮(zhèn)財政體制的邏輯起點。因為鄉(xiāng)鎮(zhèn)財政運行中存在的諸多問題，都可從鄉(xiāng)鎮(zhèn)政府職能的錯位中找到說項。其次，沿著財政職能的定位應(yīng)以政府職能的界定為前提的路徑，從邏輯和實踐方面分析了鄉(xiāng)鎮(zhèn)財政建立的合理性和必要性，界定了鄉(xiāng)鎮(zhèn)財政的基本職能。第三，在對財政體制概念界說的基礎(chǔ)上，闡述了鄉(xiāng)鎮(zhèn)財政體制的內(nèi)容與特征，分析了目前我國鄉(xiāng)鎮(zhèn)財政體制存在的制度缺陷。第四，在研究了農(nóng)村稅費改革對鄉(xiāng)鎮(zhèn)財政收入的影響后，重點分析了鄉(xiāng)鎮(zhèn)財政由“經(jīng)濟建設(shè)型財政”向公共財政轉(zhuǎn)型過程中的鄉(xiāng)鎮(zhèn)財政支出結(jié)構(gòu)調(diào)整問題。最后，按照公共財政的基本框架設(shè)計了鄉(xiāng)鎮(zhèn)財政體制重構(gòu)的方案和應(yīng)采取的配套措施。第...
