【摘要】：正受國(guó)務(wù)院委托,財(cái)政部3月5日提請(qǐng)十二屆全國(guó)人大五次會(huì)議審查《關(guān)于2016年中央和地方預(yù)算執(zhí)行情況與2017年中央與地方預(yù)算草案的報(bào)告》。預(yù)算報(bào)告是國(guó)家的"賬本",是人大代表、政協(xié)委員和人民群眾了解國(guó)家的錢從哪來、到哪去的"窗口"。今年的報(bào)告重點(diǎn)突出,積極回應(yīng)了社會(huì)關(guān)切,讓人民看到納稅人的錢用到哪兒去了;同時(shí),報(bào)告數(shù)據(jù)詳實(shí),分析透徹,通俗易懂,讓人民知道政府為什么要花這些錢,財(cái)政是如何安排支出的。
[Abstract]:Entrusted by the State Council, the Ministry of Finance on March 5 submitted to the Fifth session of the Twelfth National people's Congress for examination the report on the implementation of the Central and Local budgets for 2016 and the draft Central and Local budgets for 2017.The budget report is the "account book" of the state. It is a "window" for deputies to the National people's Congress, CPPCC members, and the people to know where the state's money comes from and where it goes.This year's report is focused and responds positively to social concerns so that the people can see where taxpayers' money is going to go. At the same time, the report has detailed data, thorough analysis, easy to understand, and let the people know why the government is spending this money.How does the finance arrange the expenditure?
