【摘要】："一事一議"是我國農(nóng)村稅費改革過程中旨在鼓勵村民參與村級公共投資決策的一項制度安排。筆者使用一項具有全國代表性的村級調(diào)查面板數(shù)據(jù),探究"一事一議"是否有助于村集體實施村民最需要的公共投資項目以及"一事一議"對村級公共投資項目實施過程中村民集資集勞數(shù)量的影響。實證研究發(fā)現(xiàn),"一事一議"制度的實行有助于村集體實施村民最需要的公共投資項目,且提高了村級公共投資項目實施過程中向村民所籌集資金占總投資額的比重以及籌勞數(shù)量。筆者依據(jù)該研究結(jié)論提出了相應(yīng)的政策建議。
[Abstract]:"one matter one discussion" is a system arrangement which aims to encourage villagers to participate in village public investment decision in the course of rural tax and fee reform in our country.The author uses a nationally representative panel of village survey data,This paper explores whether "one event one discussion" is helpful to the village collective implementation of the most needed public investment projects and the influence of "one matter one discussion" on the amount of villagers collecting funds and labor in the process of implementing village public investment projects.The empirical study found that the implementation of the "one matter one discussion" system is helpful to the collective implementation of the public investment projects that the villagers need most.It also improves the proportion of funds raised by villagers in the total investment and the amount of labor raised in the implementation of village public investment projects.According to the conclusion of the study, the author puts forward the corresponding policy recommendations.
