【摘要】：隨著我國深化財稅制度改革的推進,繼營改增之后,個人所得稅改革已提上日程,作為調節(jié)收入分配的重要杠桿,個稅問題一直引人關注。而效率與公平是個稅改革中最需要把控的兩個方向,作為發(fā)達國家的美國,其聯(lián)邦個人所得稅制度一直以這兩方面兼顧而受到普遍的認可。本文旨在通過筆者近期對美國注冊會計師(AICPA)學習過程中的所學所思,多方面分析美聯(lián)邦個稅制度的優(yōu)劣以及對我國個稅改革的啟示和借鑒作用。
[Abstract]:With the deepening of the reform of fiscal and taxation system in our country, the reform of personal income tax has been put on the agenda after the reform of management. As an important lever to regulate income distribution, the issue of personal income tax has attracted much attention.Efficiency and fairness are the two most important directions in the reform of personal income tax. As a developed country, the United States' federal personal income tax system has been generally accepted by both sides.The purpose of this paper is to analyze the advantages and disadvantages of the federal personal income tax system of the United States and its enlightenment and reference to the reform of personal income tax in China through the author's thoughts and thoughts on the course of the study of American Certified Public Accountants (AICPA).
