【摘要】：本文運(yùn)用WTO"綜合支持量"(AMS)指標(biāo)體系,測(cè)算中國(guó)近6年棉花價(jià)格補(bǔ)貼政策支持水平、非特定農(nóng)產(chǎn)品"黃箱"補(bǔ)貼剩余政策空間,并分析當(dāng)前的棉花"綠箱"補(bǔ)貼措施支持水平,得出結(jié)論:中國(guó)棉花"黃箱"補(bǔ)貼政策空間不足,棉花價(jià)格補(bǔ)貼政策的改革有效控制了棉花"黃箱"支持水平,非特定農(nóng)產(chǎn)品"黃箱"補(bǔ)貼對(duì)棉花生產(chǎn)仍有較大支持空間,增加實(shí)施棉花"綠箱"補(bǔ)貼措施是大勢(shì)所趨,不能忽略補(bǔ)貼"補(bǔ)不及虧"的事實(shí)。今后應(yīng)加快棉花價(jià)格補(bǔ)貼政策的"轉(zhuǎn)箱"改革,減少"黃箱"補(bǔ)貼,增加"綠箱"補(bǔ)貼,嘗試使用"藍(lán)箱"補(bǔ)貼,用好用足非特定農(nóng)產(chǎn)品"黃箱"補(bǔ)貼對(duì)棉花生產(chǎn)進(jìn)行支持,促進(jìn)棉農(nóng)增收的同時(shí),保證中國(guó)棉花產(chǎn)業(yè)持續(xù)穩(wěn)定發(fā)展。
[Abstract]:In this paper, we use the WTO index system to calculate the policy support level of cotton price subsidy in recent six years, and the residual policy space of non-specific agricultural product subsidy, and analyze the current support level of cotton "green box" subsidy measure. The conclusion is that there is not enough space for cotton "yellow box" subsidy policy in China, the reform of cotton price subsidy policy has effectively controlled the support level of cotton "yellow box", and the "yellow box" subsidy of non-specific agricultural products still has more support space for cotton production. It is a general trend to increase the implementation of cotton "green box" subsidy measures, and the fact that subsidies "cannot compensate for losses" should not be ignored. In the future, we should speed up the reform of cotton price subsidy policy, reduce the "yellow box" subsidy, and increase the "green box" subsidy. This paper tries to use the "blue box" subsidy and the "yellow box" subsidy to support cotton production so as to promote the increase of cotton farmers' income and ensure the sustainable and stable development of China's cotton industry.
