【摘要】：近年來(lái),政府向社會(huì)力量購(gòu)買公共服務(wù)建設(shè)取得一些成績(jī),初步形成了政府主導(dǎo)、社會(huì)參與、公辦民辦并舉的公共服務(wù)供給現(xiàn)狀;但是仍存在政府購(gòu)買公共服務(wù)體制不健全、動(dòng)力不足、監(jiān)督評(píng)估機(jī)制不完善,信息溝通平臺(tái)不健全,社會(huì)力量自身發(fā)展不足等問(wèn)題。本研究探討了自貿(mào)區(qū)建設(shè)對(duì)政府購(gòu)買公共服務(wù)的影響與發(fā)展趨勢(shì),基于"購(gòu)買者—承接者—使用者—評(píng)估者"思路,結(jié)合供給側(cè)改革,從加快政府職能轉(zhuǎn)變、健全法制保障,完善社會(huì)力量發(fā)展的培育制度,加大財(cái)政投入力度、規(guī)范財(cái)政預(yù)算體系宏觀制度設(shè)計(jì)和健全購(gòu)買公共服務(wù)質(zhì)量的評(píng)估機(jī)制,構(gòu)建政府與社會(huì)力量的合作互動(dòng)機(jī)制等微觀制度設(shè)計(jì)等方面提出促進(jìn)政府向社會(huì)力量購(gòu)買公共服務(wù)的對(duì)策建議。
[Abstract]:In recent years, the government has made some achievements in the construction of purchasing public services from social forces, and has initially formed the present situation of public service supply, which is government-led, social participation, and government-run and run by the people, but there is still a system of government purchase of public services that is not perfect. The problems of insufficient power, imperfect supervision and evaluation mechanism, imperfect information communication platform, insufficient development of social forces and so on. This study discusses the influence and development trend of free trade zone construction on government purchase of public services. Based on the idea of "purchasers, receivers, users and assessors", combining with supply-side reform, from speeding up the transformation of government functions, perfecting the legal system, perfecting the cultivation system for the development of social forces, and increasing the financial input, To standardize the macro-system design of the fiscal budget system and improve the evaluation mechanism for the quality of public services, Some suggestions on how to promote the government to purchase public services from social forces are put forward in such aspects as constructing the cooperative and interactive mechanism between the government and social forces and so on.
