【摘要】：政府采購作為財(cái)政支出的一個(gè)重要方面,其規(guī)模和質(zhì)量不僅對(duì)改善政府支出效率具有重要影響,而且可以通過政策引導(dǎo)扶持重點(diǎn)產(chǎn)業(yè)發(fā)展。經(jīng)濟(jì)新常態(tài)下,如何有效發(fā)揮政府采購的政策及經(jīng)濟(jì)功能,加速我國產(chǎn)業(yè)發(fā)展,實(shí)現(xiàn)產(chǎn)業(yè)升級(jí),是值得深入研究和探討的問題。因此,研究和完善政府采購制度,以加大對(duì)產(chǎn)業(yè)升級(jí)的政策支持是擺在我們面前的重要課題和迫切需要。本文試圖探討新常態(tài)下現(xiàn)行政府采購制度對(duì)于產(chǎn)業(yè)升級(jí)的促進(jìn)作用并提出發(fā)揮政府采購產(chǎn)業(yè)導(dǎo)向功能的政策建議。本文在現(xiàn)有研究的基礎(chǔ)上,從財(cái)政的資源配置職能理論入手,分析政府采購對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響。通過對(duì)我國政府采購制度的設(shè)計(jì)與運(yùn)行進(jìn)行總結(jié),分別從經(jīng)濟(jì)有效性視角以及政策引導(dǎo)性視角梳理與回顧我國政府采購制度的發(fā)展歷程,以節(jié)約經(jīng)濟(jì)成本及相關(guān)產(chǎn)業(yè)發(fā)展的角度對(duì)我國現(xiàn)行政府采購制度進(jìn)行評(píng)價(jià)分析。之后運(yùn)用實(shí)證分析的方法,分別以高新技術(shù)產(chǎn)業(yè)、節(jié)能環(huán)保產(chǎn)業(yè)發(fā)展水平為例,運(yùn)用面板數(shù)據(jù)模型實(shí)證檢驗(yàn)我國政府采購制度對(duì)高新技術(shù)、節(jié)能環(huán)保產(chǎn)業(yè)的影響效果。結(jié)果表明,在經(jīng)濟(jì)較為發(fā)達(dá)地區(qū),政府采購可以較為有效地促進(jìn)高新技術(shù)產(chǎn)業(yè)、節(jié)能環(huán)保產(chǎn)業(yè)的發(fā)展,還有一些地區(qū),政府采購的產(chǎn)業(yè)引導(dǎo)效果尚不明顯,原因在于其政府采購中高新技術(shù)以及節(jié)能環(huán)保產(chǎn)品規(guī)模較小。說明我國現(xiàn)行的政府采購制度設(shè)計(jì)在一定程度上發(fā)揮了產(chǎn)業(yè)導(dǎo)向功能,同時(shí)尚有進(jìn)一步完善的空間。最后,提出了充分發(fā)揮政府采購制度產(chǎn)業(yè)導(dǎo)向功能的具體對(duì)策建議。
[Abstract]:Government procurement as an important aspect of fiscal expenditure, its scale and quality not only have an important impact on improving the efficiency of government expenditure, but also can guide and support the development of key industries through policy. How to give full play to the policy and economic function of government procurement, accelerate the development of industry and realize industrial upgrading is a problem worthy of further study and discussion. It is an important subject and urgent need for us to increase the policy support for industrial upgrading. This paper attempts to explore the role of the current government procurement system in promoting industrial upgrading under the new normal conditions and puts forward the idea of giving full play to the government procurement industry. On the basis of the existing research, Based on the function theory of financial resources allocation, this paper analyzes the influence of government procurement on the optimization of industrial structure, and summarizes the design and operation of government procurement system in China. From the perspective of economic effectiveness and policy guidance, this paper reviews the development of government procurement system in China. This paper evaluates and analyzes the current government procurement system in China from the angle of economizing economic cost and the development of related industries. Then, using the method of empirical analysis, taking the development level of high and new technology industry, energy saving and environmental protection industry as examples, The panel data model is used to test the effect of government procurement system on high and new technology, energy saving and environmental protection industry. The results show that government procurement can effectively promote high and new technology industry in more developed areas. The development of energy-saving and environmental protection industries, and in some areas, the industrial guidance effect of government procurement is still not obvious. The reason is that the scale of high and new technology in government procurement and energy-saving and environmental protection products are relatively small. It shows that the current government procurement system design in China has played an industry-oriented function to some extent, and there is still room for further improvement. Finally, The paper puts forward some countermeasures and suggestions to give full play to the function of industry-oriented government procurement system.
