【摘要】：隨著國家治理能力現代化與市場體制改革的深入化,勢必要求對公共財政預算的治理與改革。從原有模式到改革模式的嬗變是存在其內在關系,預算改革已成為推進國家治理能力現代化進程的重要一環(huán)。但須看到的是,由改革所隨帶的各方風險存在阻礙了當前國家治理能力現代化的進程。公共財政預算改革中的風險囊括了編制、執(zhí)行、監(jiān)督、立法、審批等。為此,通過相應的路徑選擇來規(guī)避公共財政預算改革的風險,有利于推動公共財政預算治理能力的現代化。
[Abstract]:With the modernization of the national governance capacity and the deepening of the reform of the market system, the governance and reform of the public financial budget will be required. Budget reform has become an important part of the process of modernizing the country's governance capacity. The existence of various risks associated with the reform hinders the current process of modernization of the country's governance capacity. The risks in the reform of the public finance budget include the preparation, implementation, supervision, legislation, examination and approval, and so on. To avoid the risk of public finance budget reform through the corresponding path choice is helpful to promote the modernization of public finance budget governance ability.
