【摘要】：財政一體化管理信息系統(tǒng),是目前在全國范圍內(nèi)普遍推廣并應(yīng)用的財政業(yè)務(wù)管理平臺,它涵蓋了所有財政業(yè)務(wù)模塊,外圍連接著預(yù)算單位、人民銀行國庫、代理銀行等單位。H財政局于2012年正式啟用財政一體化管理信息系統(tǒng),為繁雜的財政工作帶來了便利,同時推動了財政工作發(fā)展走向數(shù)字化、精細(xì)化、陽光化、服務(wù)化的新時代。.但是由于財政一體化管理信息系統(tǒng)涵蓋業(yè)務(wù)面非常廣泛,且使用單位眾多,使得在實(shí)際操作的過程中,出現(xiàn)了一些基礎(chǔ)功能不完善、需求菜單未設(shè)置、信息傳遞不通暢等問題。在實(shí)際工作中,由于地區(qū)性經(jīng)濟(jì)發(fā)展以及政府政策需求的不同,為滿足各個地區(qū)財政系統(tǒng)的工作,各省級財政廳都設(shè)有信息中心,對各級財政局的財政一體化管理信息系統(tǒng)進(jìn)行定期或不定期的系統(tǒng)改進(jìn)方案設(shè)計,以滿足不斷變化的財政業(yè)務(wù)需求。本文通過收集資料、文獻(xiàn)研究、需求分析等研究方法,對H局內(nèi)應(yīng)用財政一體化管理信息系統(tǒng)中出現(xiàn)的一些問題進(jìn)行收集,同時結(jié)合相關(guān)業(yè)務(wù)需求,咨詢相關(guān)使用人員,對財政一體化管理信息系統(tǒng)在H局內(nèi)的應(yīng)用情況進(jìn)行分析,提出具體的合理化建議。對系統(tǒng)內(nèi)的預(yù)算編制模塊、國庫集中支付模塊、工資統(tǒng)發(fā)管理模塊、公務(wù)卡管理模塊等進(jìn)行了改進(jìn)方案設(shè)計,使得財政一體化管理信息系統(tǒng)的操作方式更加科學(xué)、需求功能更加完善、信息傳遞更加通暢,為H局的財政工作業(yè)務(wù)辦理提供更好的服務(wù)。
[Abstract]:The integrated financial management information system is a financial business management platform that is popularized and applied in the whole country at present. It covers all the financial business modules and is connected to the budget units and the treasury of the people's Bank of China. In 2012, the Public Finance Bureau of acting Bank and other units formally launched the integrated management information system of finance, which brought convenience to the complicated financial work and promoted the development of financial work towards digitization, refinement and sunshine. The new era of service-oriented... But due to the financial integrated management information system covers a wide range of business, and the use of a large number of units, in the actual operation process, there are some basic functions are not perfect, the requirements menu is not set, In practice, due to regional economic development and the different demands of government policies, in order to meet the work of the financial systems in various regions, all provincial finance departments have information centers. In order to meet the changing needs of financial services, this paper carries out periodic or irregular system improvement scheme design of the integrated financial management information system of all levels of financial bureaus. This paper studies the methods of collecting data, literature research, demand analysis, etc. This paper collects some problems in the application of the integrated financial management information system in the H Bureau, and analyses the application of the integrated financial management information system in the H bureau by consulting the relevant users in combination with the relevant business requirements. Specific rationalization proposals are put forward. The improvement scheme design of the budget preparation module, the treasury centralized payment module, the payroll management module, the public service card management module, etc. It makes the operation mode of the integrated financial management information system more scientific, the demand function more perfect, the information transmission more smooth, and provides a better service for the financial work business management of the H Bureau.
