【摘要】：在中國(guó)式分權(quán)背景下,分析財(cái)政分權(quán)和地方政府競(jìng)爭(zhēng)對(duì)地方政府債務(wù)規(guī)模的影響,并利用中國(guó)西部D省的縣級(jí)面板數(shù)據(jù)進(jìn)行實(shí)證分析。研究表明:地方政府債務(wù)的產(chǎn)生源于分權(quán)體制下財(cái)權(quán)和事權(quán)不匹配,以及分權(quán)激勵(lì)下的地方政府競(jìng)爭(zhēng)。但二者對(duì)地方政府債務(wù)的影響存在差異:對(duì)欠發(fā)達(dá)地區(qū)的縣級(jí)政府而言,分權(quán)體制下的財(cái)政支出壓力是驅(qū)動(dòng)地方政府舉債的重要因素。財(cái)政支出分權(quán)程度越高,地方承擔(dān)的支出責(zé)任越大,地方政府債務(wù)規(guī)模越大。在財(cái)政收入有限性和支出剛性的綜合約束下,地方政府競(jìng)爭(zhēng)對(duì)地方政府債務(wù)規(guī)模的影響相對(duì)較小。
[Abstract]:Under the background of Chinese decentralization, this paper analyzes the influence of fiscal decentralization and local government competition on the scale of local government debt. Based on the county panel data of D province in western China, the research shows that the local government debt is caused by the mismatch of financial power and administrative power under the decentralized system. And the competition of local government under the incentive of decentralization. But there are differences between them on the local government debt: for the county-level government in the less developed areas, The pressure of fiscal expenditure under decentralized system is an important factor driving local governments to borrow. The higher the degree of decentralization of fiscal expenditure, the greater the responsibility of local expenditure. The larger the scale of local government debt is, the smaller the influence of local government competition on the scale of local government debt is under the constraints of limited fiscal revenue and rigid expenditure.
