【摘要】：正建立地方政府金融體系的根本出發(fā)點和基本原則是通過形成與地方風險相匹配的地方債定價機制,進而提升地方債務(wù)的使用效率和地方經(jīng)濟發(fā)展效率中國開啟改革開放至今,波瀾壯闊,基本上完成了從中央計劃經(jīng)濟向市場經(jīng)濟的轉(zhuǎn)型。依靠投資拉動和要素投入,中國經(jīng)濟保持了三十多年高速經(jīng)濟增長。1980年至2015年,按GDP衡量,中國的經(jīng)濟總量增長了近三十倍,超過6.2億人口擺脫了貧困,中國制造業(yè)占全球制造業(yè)比例從1%激增到25%,中國三年消費的水泥超過美國過去一百年消費的總量,
[Abstract]:The fundamental starting point and basic principle of establishing a local government financial system is to promote the efficiency of using local debt and the efficiency of local economic development by forming a pricing mechanism for local debt that matches local risks. It has basically completed the transition from a centrally planned economy to a market economy. Relying on investment pull and factor investment, China's economy has maintained rapid economic growth for more than 30 years. From 1980 to 2015, as measured by GDP, China's total economic output has increased by nearly 30 times, and more than 620 million people have been lifted out of poverty. The proportion of China's manufacturing industry in the global manufacturing sector has soared from 1% to 250.The cement consumed by China in three years exceeds the total consumption of the United States in the past 100 years.
